Number of officers, specials, staff and PCSOs with criminal records

Alex made this Freedom of Information request to York Minster Police
This authority is not subject to FOI law, so is not legally obliged to respond (details).
This request has been closed to new correspondence. Contact us if you think it should be reopened.

Response to this request is long overdue. Although not legally required to do so, we would have expected York Minster Police to have responded by now (details). You can complain by requesting an internal review.

Dear York Minster Police,

Please could I have a document of the number of currently serving officers, specials, staff and PCSOs with a criminal record? With it, I would like the offence or crime committed, the date of the crime committed and if there were any disciplinary proceedings. If there were disciplinary proceedings, what action was taken?

Yours faithfully,

Alex Holland

Dear Alex Holland,

Thank you for your request for information regarding the above, which has
been passed to me for attention and reply.  Please note that this
organisation does not respond to FOI requests, as the Freedom of
Information Act 2000 (“the Act”) does not apply to us. This is because:

(1) neither York Minster nor the Minster’s governing body (the Chapter of
York) is a “public authority” as defined by Schedule 1 of the Act, and

(2) with reference to Schedule 1 Paragraph 64 of the Act, this is not an
organisation that “by virtue of any enactment has the function of
nominating individuals who may be appointed as Special Constables”. York
Minster’s Cathedral Constables are nominated for appointment on a common
law, not a statutory, basis.

“York Minster Police” is simply the name that we use for York Minster’s
in-house security team – it is not a police force, nor is it a part of the
national policing service.  The police force that is responsible for the
investigation of all crime and for responding to all 101/999 Police calls
in all parts of the City of York is North Yorkshire Police.

The York Minster Police team is employed by the Chapter of York to provide
a security service within York Minster and property owned by Chapter in
the adjacent Minster Precinct – which it does by agreement with, and
subject to the primacy of, North Yorkshire Police.  North Yorkshire Police
retains full statutory authority and responsibility for maintaining a
policing service throughout the whole of the City of York, including all
parts of the Minster Precinct.

I hope that this clarification is helpful to you.

Regards,

Andy Oates
