2. The number of Midwives your organisation referred to the Nursing and Midwifery Council in each of the following years 2019,2020,2021, 2022 and 2023.

I am writing to request an internal review of Gloucestershire Hospitals NHS Foundation Trust's handling of my FOI request 'Number of Nurse and Midwife Referrals to the Nursing and Midwifery Council'.
It is in the public interest to know how many of your nursing and midwifery staff are referred to the NMC and how this compares to other trusts
It is also a performance indicator of your management and human resource departments and this should be available to monitor your organisation's performance
If there are so many referrals that it will take hours of searching to find and collate them this is a matter of grave public concern

In your response to our Freedom of Information request you say that no
referrals relating to Registrants at Gloucestershire Hospitals NHS Foundation
Trust (GHT) have been made to the Nursing and Midwifery Council by the
Trust.
You indicate that your Chief Nurse says that
“Organisations do not refer registrants to the NMC, individuals do, therefore strictly the answer to the question asked is 0”.
However, I would hasten to suggest that she appears to be under a misapprehension.
Employers do make referrals to the Nursing and Midwifery Council.
Indeed, in its own publications the Nursing and Midwifery Council advises that it is best practice for employers to do so. It also advises a clear internal process and governance arrangements for completing and submitting referrals with one senior person responsible for nursing and midwifery staff having oversight and responsibility for signing off of referrals, their submission and subsequent communication with the nursing and midwifery council.
There is certainly evidence on this platform of over 200 NHS trusts and boards that have made registrant referrals during the period requested in the FOI request and they would appear to have no difficulty either following the Nursing and Midwifery guidelines on referrals or collating the number of referrals as a trust performance indicator.
A cursory examination of the Nursing and Midwifery register showed clearly that there are Gloucester Hospitals NHS Foundation Trust nurses who have been referred to the Nursing and Midwifery Council in the period 2019-2023.
Can you confirm that you are still confident that the referrals associated with Gloucester Hospitals NHS Foundation Trust were not made by the trust and that the answer of ‘zero referrals’ that you implied in your answer to this FOI request is correct?
I believe that it is in the public interest for the chief nurse of Gloucester Hospitals NHS Foundation Trust to demonstrate leadership and integrity in following the clear guidelines on the referral of registrants regarding fitness to practice to the nursing and midwifery council and to ensure that accurate statistics of these referrals are available for public scrutiny.

Further to the Trust's reply to FOI request 8008 on 26th November 2024, it has come to my attention that Gloucestershire Hospitals NHS Foundation Trust does in fact have a named senior nurse who has oversight and responsibility for the signing off of referrals, their submission and subsequent communication with the NMC. It may therefore by apposite for you to ask this individual, a Mr Craig Bradley, your Deputy Chief Nurse for the information requested, rather than continuing to cite section 12.
I therefore look forward to a full disclosure of the information requested.
