Number of households presenting as homeless that claim Universal Credit

I write to request information on the number of households claiming Universal Credit and/or housing benefit who have presented to you as homeless while between January 2019 and April 2022.

As part of this request, I would like this information to be broken down into the following:

(i) The total number of households claiming Universal Credit presenting as homeless since January 2019, broken down into households living in leasehold property and council-owned property (otherwise known as council tenants) and years;

(i) The total number of households claiming housing benefit – part of the legacy welfare system – presenting as homeless since January 2019, broken down into households living in leasehold property and council-owned property (otherwise known as council tenants) and years.

From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification.

Section 12 of the Freedom of Information Act 2000 makes provision for
public authorities to refuse requests for information where the cost of
dealing with them would exceed the appropriate limit, which for this
authority is set at £450.

The information you have requested is not held in a single retrievable
format. Therefore to provide you with the information on the scale that
you have requested would require interrogating each individual file to
check the notes regarding the finances of the household as well as their
accommodation type. There are approximately 930 files for the three years
requested and we estimate that it will take us in excess of the applicable
time limit to determine the appropriate material and locate, retrieve and
extract the information in reference to your request. Therefore, your
request will not be processed further.

You may wish to refine your request by narrowing its scope or by being
more specific about what information you particularly wish to obtain,
including any dates or period of time relevant to the information
required.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your

Thank you for the attached information, although I am disappointed that you have not been able to provide the information requested, especially seeing that a number of authorities have been able to supply information with significant case loads.

In your original request you asked for:

Having narrowed down your request you now require the same information
from January 2021 – April 2022.

 

Please be advised that the information we can report on is supplied below:

 

(a)  During the period specified 154 households were receiving Universal
Credit towards their housing costs. Three of these were Council tenants
(this number is low because we are not a housing stock holding authority),
we do not hold information on leasehold properties.

(b)  During the period specified 47 households were receiving Housing
Benefit towards their housing costs. Three of these were Council tenants
(that it is the same number as above is a coincidence), we do not hold
information on leasehold properties.
