Number of hospitals in England operating at Opel level 4 (Black) in October and November 2019 for all or part of each day and comparative figures for previous two years

Specifically please indicate the number of hospitals operating at Black Opel 4 alert status for all or part of each day during that period And provide comparison statistics for the previous two years.

Dear Department of Health and Social Care,
I find it extremely unlikely that the Government department responsible for the NHS has no idea whether any or how many hospitals are or have been operating at Opel Level 4 in recent weeks. If that is the case how is The Secretary of State able to make announcements about the state of hospitals. Hospital Trusts certainly make such returns to the NHS headquarters on a regular basis. Is the Department being denied this vital knowledge by the NHS or is the DHSS completely uninterested in the current levels of crisis in English hospitals?
