Dear Plymouth City Council,
I am seeking information from your local authority under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. My questions are as follows:

- What was the number of people confirmed to be rough sleeping in the area administered by the council in each of the years from 2014 – 2020?

- What was the age, sex and nationality of those people registered as rough sleeping?

-What was the number of people confirmed to be homeless in the area administered by the council in each of the years from 2010 to 2018?

- How much was spent by the council on schemes aimed at tackling homelessness in each of the years between 2010 and 2018?

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

Thank you for your request for information about Homeless People in
Plymouth. Your request was received on 12 November 2020 and is being dealt
with under the terms of the Freedom of Information Act 2000.

 

We will aim to provide a response to your request within the statutory
timescale of 20 working days, by 10 December 2020, however, we would ask
for and would appreciate your understanding and patience, where this is
not possible at the present time.

 

Due to the COVID-19 pandemic, many of the Council’s resources have being
refocussed to prioritise protection and support of the people and
businesses of Plymouth, and the continuity of our essential services. This
means that in the meantime, there will be less staff available to assist
with your request. We apologise for any inconvenience this may cause.

 

Our response will be sent by email or hard copy depending on how you made
your request and how the information is held. 

 

If we’re unable to gather the information you’ve asked for within the cost
limit set by the government, which is 18 hours of staff time or £450, we
will contact you to discuss how we can meet your information needs within
this limit.

Further to my emauil of 13 November 2020, and I have been advised we do
require some clarification of your request so that we can locate the
relevant information.

 

Please clarify if you are asking about the number of people who approached
the local authority stating that they were homeless and were subsequently
confirmed as such (i.e. approached the housing service), or whether you
are asking generally across all services. For example, a client from Adult
Social Care may be confirmed as homeless, and placed in a supported living
environment without being assessed by the homeless team.  

 

Your application is ‘on hold’ and will not be processed until we
understand which information is required.

 

When we are clear about the data or information that you expect to receive
the Council will seek to provide the information that you have requested
within the following 20 working days, or let you know how you can obtain
it. 

 

We may not be able to provide all you have requested; if we do not hold
the information, or if an exemption or exception to providing the
information applies.  We will explain if we cannot provide what you have
requested.

 

Information is usually provided free of charge, but if there could be a
fee, we will tell you about any charge before we retrieve the information.

 

We usually provide the information in either electronic or paper format,
depending on how you made your request and how the information is held.
