Dear Bradford City Council,
I am seeking information from your local authority under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. My questions are as follows:

- What was the number of people confirmed to be rough sleeping in the area administered by the council in each of the years from 2014 – 2020?

- What was the age, sex and nationality of those people registered as rough sleeping?

-What was the number of people confirmed to be homeless in the area administered by the council in each of the years from 2010 to 2020?

- How much was spent by the council on schemes aimed at tackling homelessness in each of the years between 2010 and 2020?

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

Thank you very much for your help regarding this topic, I look forward to you reply in the near future.

Yours faithfully,

Liam Rice

Please note that because of the current restrictions due to Covid-19
there will be disruption to the day-to-day service you will receive from
the Housing Operations Service.

We are confident that the contingency plans we have put into place will
allow us to continue to respond to enquiries but some changes have had to
be made to protect vulnerable clients and to maintain social distance in
order to keep the public, contractors and staff safe.  This will affect
the processing of grant and loan applications and other work areas, such
as housing enforcement.

Officers are working from home and have full access to emails but only
limited access to post.

We shall return to normal service when conditions allow, but thank you for
your patience and understanding at this challenging time.

Mark Dewar, Bradford City Council

Dear Liam

I refer to the freedom of information request submitted to Bradford
Council on 12 November 2020.  Your request, and the Council’s response,
are both detailed below.

REQUEST

I am seeking information from your local authority under the Freedom of
Information Act (2000), regarding the topic of homelessness in your area.
My questions are as follows:

1.  What was the number of people confirmed to be rough sleeping in the
area administered by the council in each of the years from 2014 – 2020?

2.  What was the age, sex and nationality of those people registered as
rough sleeping?

3. What was the number of people confirmed to be homeless in the area
administered by the council in each of the years from 2010 to 2020?

4. How much was spent by the council on schemes aimed at tackling
homelessness in each of the years between 2010 and 2020?

If you can identify any ways that my request could be refined, I would be
grateful for any further advice and assistance.

COUNCIL’S RESPONSE

1.  The figures are available [1]HERE in the MHCLG live tables from 2010
in Table 4 in the Rough Sleeping Snapshot spread-sheet down at the bottom
of the page. This is in relation to the method of calculating rough
sleepers which entailed a visible search of the local authority to
identify rough sleepers. This has been abandoned in 2020 due to Covid.

2. This can be found in the same table at tab 2a, 2b & 2c.

3.  This is available on the same website by using ‘Detailed Local
Authority Tables’ up to March 2020.

4. This is a broad query which could be interpreted in many ways. Schemes
to alleviate and tackle homelessness have been instigated by several
departments of the Council, including, but not limited to, Adult and
Childrens Services, and to respond fully to this query would exceed the
time limit in Freedom of Information legislation, given the number of
officers who would be involved in preparing departmental responses.

The Council’s Housing Strategy & Intelligence Officer would be happy to
discuss this specific query with you outside of the remit of freedom of
information. Please email [2][email address] to open a
dialogue on this.  Alternatively, you could resubmit your query to the
Council, breaking down the specifics of what information you wish, and
from which area of the Council.

In accordance with the Freedom of Information Act, if you are not
satisfied with the reply to your request you can ask for a review. A
request for a review must be submitted within 40 working days by emailing
us at [3][Bradford City Council request email] or by writing to Corporate  Information
Governance Team, City of Bradford Metropolitan District Council, City
Hall, Centenary Square, Bradford, BD1 1HY.

If you are still not satisfied with the outcome of the internal review you
have the right of appeal to the Information Commissioner who can be
contacted at: Information Commissioner’s Office, Wycliffe House, Water
Lane, Wilmslow, Cheshire, SK9 5AF

Tel: 0303 123 1113            URL: [4]www.ico.org.uk.
