FOI Request - Number of High Rise Residential Buildings (HRRB’s) in your Authorities Area
I note that HRRB's were defined by the Hackett Report, as being “multi-storey multi-occupancy buildings” over 18m high (six floors and higher).
1. I would like to know the total number of High Rise Residential Buildings (HRRB's) within your area, known to FRS ?
2. I would like to know the total number of High Rise Residential Buildings (HRRB's) over 30m (ten floors and higher) within your area, known to FRS ?
3. I would like to know how many HRRB’s (of any height) known to the FRA have sprinklers installed?
4. I would like to know how many enforcement/alterations/improvement notices have been served on HRRB’s in your authorities area, since 2006, under the RR(FS)O 2005 legislation.
5. I would like to know how many full-time fire safety inspectors are employed by the Fire Authority?

Thank you for your email received on 03 February 2020 in relation to fire safety in high rise residential buildings.
Our Fire Safety Regulatory (FSR) department have provided the following response to your queries as below:
1. I would like to know the total number of High Rise Residential Buildings (HRRB's) within your area, known to FRS ?
The LFB do not have a "multi-storey multi-occupancy buildings” category on our Fire Safety Regulatory database that uses metres as valuation so we do not hold the specific information you have requested. For your reference, high rise purpose built flats are categorised as "Property Use - Purpose Built Flats >= (over/equal to) 4 floors".
2. I would like to know the total number of High Rise Residential Buildings (HRRB's) over 30m (ten floors and higher) within your area, known to FRS ?
As above, we would not hold this specific information as high rise purpose built flats are categorised as "Property Use - Purpose Built Flats >= (over/equal to) 4 floors".
3. I would like to know how many HRRB’s (of any height) known to the FRA have sprinklers installed?
The FSR department do not have a specific mechanism for recording sprinkler installations (whether in new builds or retrofitting). An LFB Inspecting Officer may record if a 'purpose Built Flats >= (over/equal to) 4 floors' have sprinklers installed when auditing a property. If any comments are made by the LFB, I am advised there is not an automated way of obtaining this information. It would require manually looking through all records to see if there are any comments specifically relating to sprinklers in the free text of the Fire Safety Audit report. For the period from 2006 to 20/02/2020 we hold over 18,000 Fire Safety Audit records for 'purpose Built Flats >= (over/equal to) 4 floors' premises. It is my understanding that searching each record for the information you have requested is likely to exceed the fees limit (18 hours) as set out for responding under the FOIA and as such would be exempt via section 12 of the FOIA. If you would like me to conduct a formal charging of this process please let me know.
4. I would like to know how many enforcement/alterations/improvement notices have been served on HRRB’s in your authorities area, since 2006, under the RR(FS)O 2005 legislation.
The following information is for high rise purpose built flats which are categorised as "Property Use - Purpose Built Flats >= (over/equal to) 4 floors" for the period from 2006 to 20/02/2020:
Enforcement notices: 803
Alterations: 1
Informal notification of Fire Safety deficiencies: 4,261
5. I would like to know how many full-time fire safety inspectors are employed by the Fire Authority?
The LFB currently have the equivalent of 116.73 full time Inspecting Officers in employment.
