Dear Chris

 

Thank you for your request below for information about grassroots football
pitches and teams across the UK. We have considered your request under the
terms of the Freedom of Information Act 2000 (the Act) and our response is
set out below.

 

o Sport England holds information falling within the scope of your
request about football pitches but, after careful consideration, we
have decided that the exemption at Section 21 of the Act applies to
it. We are therefore refusing to disclose the information you have
requested.

 

This is because Section 21 of the Act allows us to refuse to disclose
information where that information is reasonably accessible to the
applicant. The information you have requested about grass and artificial
pitches is already available on Sport England’s Active Places database. We
have therefore explained below where and how you can find the information.

 

Active Places is a national sport facility database that can be accessed
free of charge. The website holds data on 15 different facility types
including grass pitches and Artificial Grass Pitches (AGPs).  These
facility types in most instances also have sub types (for example Grass
Pitches is an extreme example with 22 sub types, therefore they may need
to be filtered as required i.e. adult football, junior football and mini
soccer). 

 

Active Places Power reports (such as Detailed Report > Facilities) will
provide information on the current provision of all or selected facilities
in England.  The facility information can be used to filter or profile
data as required, with the ‘Year Built’ attribute helping to determine a
profile of facilities over time.  Each site at which a facility is located
holds full address, postcode and co-ordinate information, which may allow
for aggregations to be made by town/city.  However, the website reports
group facilities by standard administrative geographies such as Local
Authorities, Counties and other similar geographies.

The exemption at Section 21 is an ‘absolute exemption’ and we are
therefore not required to consider the public interest test.

 

o The information you have requested about youth and Sunday league clubs
is not held. This is because Sport England does not have a database on
the numbers of youth/Sunday league clubs in each town/city across the
UK. 

 

In reaching our decision we have consulted the relevant guidance issued by
the Information Commissioner’s Office and available on its website at
