Number of frontline staff (i.e work directly with the public) employed by HCC
Dear Hertfordshire County Council,
Please could you let me know what percentage of staff, that are directly employed by the council (non-schools), can be considered as front line, i.e work directly with members of the public?
Examples, but not limited to, librarians, social workers, customer service staff, health professionals, highways staff etc
Please could I have the total number of staff directly employed (non schools) by the council and how many of that total number would be considered frontline.

On 6^th November 2019 Hertfordshire County Council received the following
request for information from you:

staff, health professionals, highways staff etc
Please could I have the total number of staff directly employed (non
schools) by the council and how many of that total number would be
considered frontline.
Your request has now been considered and we are unable to provide you with
the information you have requested. We do not use the term “frontline” and
therefore would require a member of staff to manually check with line
managers to determine if their delegates would be considered as
“frontline”. As at October 2019 Hertfordshire County Council had just over
8,000 employees with 1684 separate job titles between them. There were
1485 ‘Chiefs’ with line management responsibilities. To provide this
information would require a member of staff to contact each of the 1485
‘Chiefs’, at 2 minutes per consult this equals 49.5 hours and therefore
would equate to over 18 hours of work as stated in the Freedom of
Information Act 2000.
Under Section 12 of the Act, the Council is not obliged to comply with a
request for information if the authority estimates that the costs of
complying with the request would exceed the appropriate limit.
The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 has set the appropriate limit as £450 based on a
charge at £25 per hour.
The estimated time likely to be spent by the Council on the request and
costs are as follows:
Determining whether the Council hold the information:
Searching the manual and electronic records of the Council to determine
whether the information is held.
Time: 12.4 hours
Locating the information or documents containing the information:
Time: 12.4 hours
Retrieving such information or documents:
Retrieving all manual and electronic information held in the Council
relating to your request including archived correspondence files and
electronic records.
Time: 12.4 hours
Extracting the information from documents and files containing it
(excluding editing or redacting information):
Time: 12.4 hours
Total time = 49.5 Hours
Total cost = £1,237.5
To advise and assist, you may wish to narrow and resubmit your request so
that it falls within the “appropriate limit”.
In accordance with the Freedom of Information Act 2000 this correspondence

If you are unhappy with the way the County Council has handled your

in writing your grounds of appeal.
