Dear Mr Cox,

FREEDOM OF INFORMATION ACT 2000

I write in response to your request for information, received and
acknowledged on 11 September 2017.

Decision

The information you have requested is held by the Devon & Somerset Fire &
Rescue Service (DSFRS).

Please find below the detail of the information you have requested along
with our response.

Response
We have approached this Freedom of Information request from the following
perspective:

a)    That Part B of a Fire Safety Audit form is the only mechanism at our
disposal for ‘evaluating’ a Fire Risk Assessment.

b)    That, if a Fire Safety Audit of a premises were to give rise to an
answer of ‘Broadly Compliant’ for Article 9 on Part B of the Fire Safety
Audit form, we would consider  that the Risk Assessment had been evaluated
and had been found to be satisfactory.

c)    That, if a Fire Safety Audit of a premises were to give rise to an
answer of ‘Non-Compliant - Minor Deficiency’ or ‘Non-Compliant - Major
Deficiency’ for Article 9 on Part B of the Fire Safety Audit form, we
would consider that the Risk Assessment had been evaluated and had been
found to be unsatisfactory.

d)   That the term ‘last 5 years’ means the last five reporting years
(i.e. 01 April 2012 to 31 March 2017).

e)   That the term ‘hotels/boarding houses’ means premises records for
which the BLPU Code is CH (Commercial, Boarding/Guest Houses) or CH01
(Commercial, Guest House/B and B) or CH03 (Commercial, Hotel).

From the perspective detailed above, please see the attached two
spreadsheets:

1.     FSAs (01-04-12 to 31-03-17) (All premises types).xlsx. This
spreadsheet contains data on the number of Fire Safety Audit Jobs for
which:

1.1. The completion date is in the range 01 April 2012 to 31 March 2017.

2.     FSAs (01-04-12 to 31-03-17) (CH_CH01_CH03).xlsx. This spreadsheet
contains data on the number of Fire Safety Audit Jobs for which:

2.1. The completion date is in the range 01 April 2012 to 31 March 2017;
and

2.2. The entry in the BLPU Code field on the corresponding premises
record is CH (Commercial, Boarding/Guest Houses) or CH01 (Commercial,
Guest House/B and B) or CH03 (Commercial, Hotel).

NB - BLPU stands for Basic Land and Property Unit.
The BLPU Code refers to the BLPU Classification scheme that is used in the
AddressBase gazetteer to classify premises according to usage.

this please set out your grounds for review in writing and send them to
