Dear Cardiff University,

I am writing to request information under the Freedom of Information Act 2000.

I would like to know:

a) the number of EU students enrolled at your University for each academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020.

b) if possible - the number of EU students having their tuition fees paid by Student Loans Company each academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020.

If any of this information is already in the public domain, please can you direct me to it with page reference and URL if necessary.

I would like the above information to be provided to me as electronic copies.

Your request will now be dealt with under the Freedom of Information Act
2000 and has been allocated reference FOI20-108 which should be quoted in
all correspondence. We will respond to your request within 20 working days
starting the next working day after receipt, therefore you can expect to
receive a response no later than 6^th April 2020.

 

Where we consider that we will not be able to meet this deadline or if
further time is required to consider the public interest test we will

I am writing in response to your Freedom of Information request dated 8^th
March 2020.

 

For ease of reference, I have reproduced your questions below and set out
our corresponding responses.

 

1)         the number of EU students enrolled at your University for each
academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020.

 

            Under the Freedom of Information legislation our first
responsibility is to confirm whether we hold the information and we can
confirm that the University holds information about EU students. 

 

However, the information that you have requested for 2015/2016 to
2018/2019 is already in the public domain and is available from HESA, the
official agency for the collection, analysis and dissemination of
quantitative information about higher education in the UK, at
[1]https://www.hesa.ac.uk/.  Please note that while high level statistics
are readily available from the HESA website, in order to obtain data at
institution level, it might be necessary to submit a custom data request
directly to HESA. Information about this service including how to make a
request is available at [2]https://www.jisc.ac.uk/tailored-datasets. 
Accordingly this information is reasonably accessible to you by other
means and is exempt from disclosure under section 21 of the Freedom of
Information Act 2000.

 

The data for 2019/2020 is due to be published by HESA in January 2021. As
this information is intended for future publication it is exempt from
disclosure by virtue of Section 22 of the Freedom of Information Act 2000
subject to a public interest test.

 

It is acknowledged that there is a public interest in making information
available that contributes to public debate and understanding about higher
education and this would include information around student numbers. It
would not be in the public interest to undermine established processes for
the publication of such information particularly where a commitment has
been made to make this information generally available and a date for
publication has been fixed. Therefore, in the absence of any compelling
public interest to disclose this information prior to its scheduled
release date it is considered reasonable, in all the circumstances, to
withhold this information prior to HESA's publication date. As such
Section 22 of the FOI Act applies.        

 

2)         if possible - the number of EU students having their tuition
fees paid by Student Loans Company each academic year 2015/2016,
2016/2017, 2017/2018, 2018/2019 and 2019/2020.
