Number of Ethnic Minority businesses on Supplier List
Dear Blackpool Borough Council,
I would like to know how many Ethnic Minority businesses are on the Blackpool Borough Council's supply list and are supplying services to the public sector.
Can you please provide this information by email on an Excel
spreadsheet by Name of Business: Ethnic Origin (if known): Sector: Date put on Supply List: Date of Contract: Nature of Contract: Value of Contract (£).
(please put Nil if no contract secured)

I refer to your freedom of information request asking how many Ethnic
Minority businesses are on Blackpool Borough Council's supply list.
Regrettably the Council does not have the management information which can
provide the level of detail requested by you. Our Creditors payments
system records all payments made by the council but does not
differentiate between the type or nature of company / organisation which
receives payment . The council does not have any system of recording such
information.

I suspect then that Blackpool Borough Council will have a preferred supplier list from which companies are contracted with for various procurement activities.
Can you please provide me with this FULL LIST.
Please can you also provide me with the list of creditor payments made to a company by Blackpool Council in the financial year 2009/2010 and from April 2010 to 30 November 2010.

Dear Mr Patel,
We don't have a preferred list as such. Along with most public
authorities in the region, we have implemented a 'Supplier Portal
(thechest)', which has been developed for the 47 Council's in the North
West by the Regional Centre of Excellence (now the REIP). The Portal is
our system of choice for recording expressions of interest and separate
lists are no longer kept by the Council or updated.
The Portal enables all suppliers to register their capability on to a
single regional web-site where they are asked to register 'once only'.
Registration on the Portal allows Local Authority buyers to match their
requirements against registered suppliers. The system also enables
quotations / tenders to be actioned electronically although it will be
some time before this electronic tendering facility is fully utilised
across the region.
When approached by a company wishing to register with the council, we
direct them to the portal and strongly recommend that they register
details on this site. NB* It is from the companies registered in the
system that the Council will choose who it invites to tender.

free of charge
In respect of the list of creditor payments for financial year April
