Committee meetings for 2014, and the above applications were not
considered at any of the meetings.

Thank you for your reply, the substantive portion of which reads in full: "No conflicts of interest were declared during any pre-application meetings between officers and the developers. // The proposal was not presented to members as a pre-application and was determined as submitted."
I believe that my FOI Request has been mis-interpreted, and the answer is accordingly irrelevant to my request. Please allow me to explain.
My request read: "How many conflicts of interest were declared at the 2014 pre-application planning meetings to develop the T. Chances community centre (399-401 High Road, N17 6QN)?".
As per the Council's own records, there were four pre-application planning meetings held in 2014 to discuss the proposed development of the Tottenham Chances community centre (399-401 High Road). The Council has disclosed minutes from those meetings in replies to FOI Requests here -- https://www.whatdotheyknow.com/request/h... -- and here -- https://www.whatdotheyknow.com/request/h... .
It appears that the reply to my FOI request assumes that I am inquiring about the recent 2018 planning application which was withdrawn after allegations of fraud.
Present at all of those meetings was Ms. Angelique Glata, at that time trustee of the charitable trust (TWSI) which owns 399-401 High Road. In documents recently disclosed by the Council here -- https://www.whatdotheyknow.com/request/c... -- Ms. Glata admits in a 07/07/18 email to Council officer Valerie Okeiyi (CC: TWSI trustee Sedleigh Adams, architect David Alton, and developer Avi Dodi) that she has a conflict of interest regarding the development of the property; Ms. Glata said in her email: "I write as a former Trustee of the TWSI and a Co-director in one of the developers Companies. I therefore have a conflict of interest in this matter which must be noted. I recently resigned my post of Trustee."
Given that 1) Ms. Glata met with Council officers at four documented pre-application meetings in 2014, in advance of planning applications HGY/2015/0773 and HGY/2015/0774, and 2) Ms. Glata was at that time both a trustee of the TWSI and a co-director of the very company proposing to develop the trust's property (which developer [Avi Dodi] subsequently acquired an interest charge on said property in June 2016 following the failure of HGY/2015/0773 and HGY/2015/0774), it follows that Ms. Glata had a conflict of interest to declare in her pre-application planning meetings with the Council.
Therefore, in the interest of transparency, I reiterate my FOI request: How many conflicts of interest were declared at the 2014 pre-application planning meetings to develop the T. Chances community centre (399-401 High Road, N17 6QN)?
My next request will question the number of times the Council has accused Ms. Glata of explicit deception. I have letters before me, sent by Council employees, disclosed to me by interested parties which accuse Ms. Glata of lying to them in respect of her role as a representative of the TWSI. And so I very much look forward to a substantive response to my request.
