Dear National Police Chiefs' Council,

I spoke to a Mr Colin Lay Smith? by telephone earlier today regarding the NPCC Data Protection Manual of Guidance, the link to which appears here https://www.app.college.police.uk/app-co...

As you can see the College APP website has, one would assume, all the non classified information regarding APP published for all to see, but the link to this document shows it being hosted on the POLKA database only and it is therefore not available to the public.

Since it is guidance regarding the DPA which is legislation not prosecutable by the police I am at a loss to understand why the NPCC manual of guidance is not available to the general public to view as it cannot contain any police practice or procedure to investigate or prosecute offences.

As explained in my conversation earlier, two police forces appear to be deliberately committing criminal offences in breach of section 173 of the DPA which the forces themselves, the ICO and the DPP appear content to simply ignore.

I would therefore request that this manual be provided in the hope that it will provide further information regarding what a police force is required to do and indeed possibly who is required to ensure it is done.
