Notification of FIO Request No 6804 to Exectutive Officer
Dear Staffordshire Police,
On the 17th March 2016, a FIO application was made to Staffordshire Police requesting the 'Costello Report', this request was later given the reference no 6804 by Staffordshire Police.
On the 27th September 2016, released some documents in response to a separate FIO request given the reference no 7148 by Staffordshire Police. Amongst the document released under the provisions of the FIO Act was a letter dated 27th May 2016, from the Staffordshire and West Midlands Joint Legal Services to the Deputy Chair of the IPCC.
The writer of the letter stated that he/she was advising Deputy Chief Constable Nick Baker regarding the FIO request for the release of the Costello Report, and asking for confirmation that the IPCC agree to the document being disclosed.
The issue of collaboration between the IPCC and Staffordshire Police on the issue of the disclosure of the Costello Report is of significant interest to the public and the matter as attracted media attention. The letter referred to above indicates that dialogue between the two public bodies took place at a very high level.
Under the provisions of the FIO Act, I would like to request the following information:-
1. The earliest date that D.C.C. Nick Baker was informed of the FIO request for the Costello Report.

Following your recent correspondence., It is apparent from your comments that this request is causing so confusion given the previous request no 7365. To remove any confusion I have amended and reduced my earlier request no 7365, therefore particular request is effectively a duplicate, therefore I would like to withdraw and close this request. Please can you stipulate which of the below questions you want to be answered as the log number that was allocated to the 4 questions is 7633 and not 6804.
1. The date that first D.C.C. Nick Baker contacted Staffordshire and West Midlands Joint Legal Service for advice concerning the FIO request for Costello Report.
2. The earliest date that D.C.C. Nick Baker was informed of the FIO request for the Costello Report.
5. The earliest date that Deputy Chief Constable Baker or any other ACPO officer was first ntoified of a FIO request in respect of the 'Costello Report'.
6. The earliest date that sought advice over FIO requests in respect of the 'Costello Report' from the West Midlands joint legal service.

With regards to your request for clarification on the requests I have made in particular to stipulate which of the four listed question that I would like answered. Some confusion has been caused by me making two new requests for information that are similar to requests contained in an earlier request, I apologise for that confusion.
The two new requests were both made on the 10th December 2016, and were titled as follows:-

In an effort to simply the requests I have made and to clear up the confusion caused I have written to you on each of the two above requests via the "Whatdotheyknow.com" website withdrawing the two requests. I am therefore somewhat confused why you are continuing to communicate using the withdrawn FIO requests.
I also wrote to you on the earlier FIO request on the same website clarifying the two remaining points that I would like answered, that correspondence was sent on the 12th December 2016 but has not yet been acknowledged. For the avoidance of any further confusion the earlier FIO request I refer to was titled:-

Correspondence sent by Staffordshire Police on the 8th December 2016, in respect of the FIO request "Refusal to release 'Costello Report'" contained the reference number of :- FOI ref no: 7365
With regards to the clarification you now seek, I am seeking the information outlined a points 5 and 6 of the FIO request made on the 29th September 2016, "Refusal to release 'Costello Report"
i.e.
5. The earliest date that Deputy Chief Constable Baker or any other ACPO officer was first notified of a FIO request in respect of the 'Costello Report'.
6. The earliest date that D.C.C. BAKER OR ANY OTHER ACPO OFFICER FIRST sought advice over FIO requests in respect of the 'Costello Report' from the West Midlands Joint Legal Service.
I do now hope that this communication clarifies both that the two requests made on the 10th December 2016, have been withdrawn and can be closed. The active FIO request remaining is titled "Refusal to release 'Costello Report" therefore could you please address any future correspondence on this matter to that request.
