LED.

5.1 If yes, please answer these questions:
(a) What is the CMS and specification of the software and hardware of the
LED street light system?

N/A We do not currently have a CMS system.

Not applicable.

(c) Can you control the Pulse Width Modulation (PWM) of the streetlight
system using the CMS?

Not applicable

(d) Can you control the PWM of each streetlight that’s connected to the
system?

Not applicable

(e) What restrictions do you have in place for the control of the PWM?

Not applicable

(f) What is the UK, EU and International safety limit (low and high) for
the amount of ‘flicker’ (Hz) the Human Body and eyes can be exposed to and
for how long?

All LED production comply with the current standards and these are
available on the web.

(g) I request to see the training manual and safety operation manual for
the CMS and the LED streetlight system.

N/A for CMS, in regards to LED Please refer to guidance from the HEA & ILP
via their website

system?

N/A in regards to CMS. Marlborough Highways are currently the council

street lighting contract and maintain our street lighting

This question is not clear. If it relates to assets, we have 18,000 street
lighting assets and many other illuminated furniture. To sort records for
each one to obtain the installation test certificates would be task taking
well in excess of 18 hours and would therefore be refused on the grounds
of cost.

(l) What is the amount of Blue Light leakage that’s safe for the public
and workers during the LED streetlights operation?

There is specific guidance on the safe operation for street lighting, this
is available for the HEA website ‘Highway Electrical Association’

(m) What level of LED streetlight exposure is safe for the public at
daytime and night time?

I suggest this need clarification via the national standards setting
institute / British standards, and not Haringey council as we simply
comply with their requirements not set them.

(n) Is there a legal requirement for diffusers to be fitted to LED
streetlights?

All LED light engines are fitted with optical lenses

(o) How have you have addressed the amount of Oxidative Stress on Human
and Animal cells that’s produced from LED?

There are various documentation available on the web and all LED products
comply with all the Health Safety advice which is current at this time.
However, I suggest this need clarification via the national standards
setting institute / British standards, and not Haringey council as we
simply comply with their requirements not set them.

6. Where do you have 3G and 4G systems in public spaces and public roads?
