I’m currently in the process of compiling local authority lists of all address where non-traditional methods have been used in the construction of residential dwellings that were built by local authorities.
Common examples include BISF/ Trusteel/ Waites constructions.

Could you please provide any details you hold in regard to these types of property by
system name, construction type and the location addresses/postcodes in your area please?

If only partial information is available it will still be of great use.
If any of your housing stock has been transferred, please provide details of the relevant receiving association.

You may already be aware of the local government restructure in
Northamptonshire to create two new Unitary councils. North
Northamptonshire Council has now replaced Corby Borough Council, East
Northamptonshire Council, Kettering Borough Council and the Borough
Council of Wellingborough.  

 

I can confirm that North Northamptonshire Council holds the information
requested in part. Please find our response below and attached, with
apologies for the delay.

 

Please be advised that prior to responding, we have taken into account
each legacy authority’s standing. The below response is a collation of all
information held in relation to your request.

 

Your Request:

Our response:

 

Applicable to the former Borough Council of Wellingborough only

 

The former Borough Council of Wellingborough transferred their housing
stock to Greatwell Homes (formerly Wellingborough Homes) in December 2007.
Whilst the building control register is available on the website (please
see the following [1]link), paper records are only retained for 15 years;
and no council houses have been built in recent times by the local
authority. As such, it is a nil response to your request from the former
Borough Council of Wellingborough.

 

Applicable to the former Kettering Borough Council only

 

The former Kettering Borough Council is unable to obtain the requested
information; and not all is available. It would be necessary to first
review a list of residential properties built by the local authority,
check to see if they were the building control body for the development
(which may not be the case); and then manually check each individual plot
record including the surveyors inspection notes and any hard copy files
that are available in the archives. It should also be noted that any such
information would only be held if the developer submitted a Full Plans
building regulation application and not a Building Notice for the
developments in question. Having previously searched through historic
records, the former Kettering Building Control have advised that they do
not hold the requested information.

They are however able to advise that most of the council properties are a
traditional brick build with a render exterior envelope, or three storey
high rise general needs blocks. They do have some Mansard/prefab type
construction, which were built using concrete panels; these have since had
built a second brick outer skin with insulation in between - these were
built in the late 1950s. There are 27 of this type, all sited down the
Northumberland Road Estate.

 

Applicable to the former East Northamptonshire Council only

 

The requested information is not held, following a historic system in
Housing having now retired. The Building Control team are unable to
assist, as the East Northamptonshire housing stock was transferred to
Longhurst (Spire Homes) in February 2001, and any constructional
information for houses built by the local authority would have also been
transferred to Spire Homes at that time. It is understood that there are
now numerous housing associations with houses in this area.

 

Applicable to the former Corby Borough Council only

 

Please find attached a report containing information relating to
non-traditional properties in Corby. Please note that this is a report
based upon current social housing stock in the area; and it does not
include any properties that have been sold in the past which were of
non-traditional construction. House numbers have also been redacted to
prevent this information from being used for commercial purposes of any
nature.

 

I trust the above is helpful, however if you are dissatisfied with the way
