Not fully deployable officers and those suspended or on restricted duties.

The request was partially successful.

Dear Gloucestershire Constabulary,

Sir Mark Rowley, Commissioner of the Metropolitan Police, recently disclosed to The Times that:

“Some 3,000 Met officers are not fully deployable because of performance concerns, mental health or physical issues. Another 500 are on restricted duties or suspended because they have been accused of serious misconduct.”

https://www.thetimes.co.uk/article/met-c...

1. Please provide comparable information for your force i.e. (i) fthe igure for officers who are not fully deployable because of performance concerns, mental health or physical issues and (ii) the figure for officers on restricted duties or suspended because they have been accused of serious misconduct.

2. Break down the not deployable figure to show those with (i) performance concerns (ii) mental health issues and (iii) physical issues.

3. Provide raw statistical data on the 20 officers who have not been fully deployable for the longest time. I have in mind two columns. Column 1 includes the numbers 1 to 20, and column 2 includes a time period adjacent to each number.

Yours faithfully,

D Moore

Dear FOI,

Ref. 2022.0964

Thank you for the information you provided:

"In a consolidated response, I can confirm that there are currently 134 police officers on restricted duties."

I still want information relating to the 20 officers who have not been deployable for the longest time. I wish to revise Q3.

Original request:

"Please provide raw statistical data on the 20 officers who have not been fully deployable for the longest time. I have in mind two columns. Column 1 includes the numbers 1 to 20, and column 2 includes a time period adjacent to each number."

Revised request:

"Please provide the date on which each of the 20 officers who have not been fully deployable for the longest time became not fully deployable. If a particular officer has been not fully deployable on more than one occasion, say, 1 April 2021 to 1 July 2021 and 1 December 2022 to date, please provide the date their current period of not being fully deployable started."

I have in mind two columns. Column 1 includes the numbers 1 to 20, and column 2 includes a date adjacent to each number (month and year will suffice).

If you do not recognize the term "fully deployable" and cannot provide the information, then I would like a response to the following two requests instead:

"1. Please provide the date on which each of the 20 officers who has been off work sick the longest first became sick. If a particular officer has been off sick on more than one occasion, say, 1 April 2021 to 1 July 2021 and 1 December 2022 to date, please provide the date their current period of sickness started."

and;

"2. Please provide the date on which each of the 20 officers on restricted duties for the longest time was put on restricted duties. If a particular officer has been on restricted duties on more than one occasion, say, 1 April 2021 to 1 July 2021 and 1 September 2022 to date, please provide the date their current period of restricted duties started."

I have in mind two columns (Qs1 and 2). Column 1 includes the numbers 1 to 20, and column 2 includes a date adjacent to each number (month and year will suffice).'

Should you refuse my revised request on cost grounds, please provide a cost estimate that is realistic, sensible and supported by cogent evidence.

Yours sincerely,

D. Moore

Dear FOI,

Thank you for the information you provided in your email of 26/1/23.

You wrote:

'Once an officer is deemed fit for duty and they are no longer “non-deployable” (i.e. restricted duties) their status is changed to “deployable”. Their previous status is overwritten and we are not able to extract information relating to past statuses.'

I interpret this to mean that you can extract information on officers currently on restricted duties. I do not seek information on the previous status of any officer.

Refined request:

Of those officers currently on restricted duties, please provide the date on which each of the 20 officers who have been on restricted duties the longest were put on restricted duties.

I have in mind two columns. Column 1 includes the numbers 1 to 20, and column 2 includes a date adjacent to each number (month and year will suffice).

Alternatively, provide the duration they have been on restricted duties.

Yours sincerely,

D. Moore
