The Tayside Breast Oncologists request documents and emails that tell us how/why the breast cancer clinical management guideline (CMG) for NOSCAN was stopped from progress in 2018. We think that Mr Sami Shimi, consultant surgeon in Ninewells Hospital, has this information and some of it may be contained in email correspondence on Mr Shimi's Dundee University account. We ask that this information is obtained by someone other than Mr Shimi. We request any emails with their threads, and other documents whether electronic or not, between 1st December 2016 to 10 January 2019 regarding this and similar subjects. The following search terms should be used to help find this information:

Consensus
Whistleblowing (or similar reference such as Whistleblow, etc.)
Docetaxel (and any misspellings of this drug)
Oncotype
Consent (in relation to chemotherapy)
Montgomery
CMG/clinical management guideline
HIS (Healthcare Improvement Scotland)
And references to, or correspondence with:
Mark Parsons (or contraction thereof)
Lorraine Cowie (or contraction thereof)

Dear FreedomOfInformation,

We would like to ask again for information in relation to this F.O.I. request, following the refusal of H.I.S. earlier this year to allow you to release of some information you have (as they said their report was due out imminently and would give this information). The H.I.S. report is now published but there is no explanation of their allegation that there was 'lack of consensus' from the NOSCAN C.M.G. writing committee. The information we seek, we believe, will be in the unreleased minutes and/or correspondence about a meeting or meetings between NOSCAN and H.I.S. in 2018 to discuss this issue.

We would be grateful if you would ask H.I.S. again if they would allow release of the details of these discussions and meetings, which resulted in halting the NOSCAN Clinical Management Guideline (C.M.G.) for breast cancer S.A.C.T., which has not progressed since and currently remains outstanding. We received intimation of this on 5th July 2018 by email with this message: "The Tayside Medical Director is hoping to meet with the Chief Medical Officer with regards to the issues raised from this process. We will await the outcome of these discussions and will circulate a final draft for comment once this meeting occurs." No further draft of the guideline has since been circulated.
