I have now discussed your request with Ann Watkins, the Council's
Electoral Services Manager who advises that the availability of the
expenses of parliamentary elections candidates is covered by the
Representation of The Peoples Act 1983 - Section 89. Under this
legislation, expenses must be made available for inspection at the
Council's offices or sent to any person making such a request - either by
post or, if it is possible, by electronic means. In the latter situation
then the Representation of the People Regulations 2001 determine that a
charge of 20 pence per side of each page is payable. Should you wish to

including, if applicable, payment of the relevant fee.
In the above circumstances my view is that Section 21 of the Freedom of
Information Act 2000 is engaged, namely that the information requested is
accessible by other means. I trust this response will meet your purposes
but if, for whatever reason you wish to get back to me, please feel free
to do so. In particular if you are unhappy with the information provided
or how your request was handled please make contact and I will explain how
you can make a complaint either to the Council or to the Information
Commissioner.
