Under the Freedom of Information Act 2000, I would be grateful if you would provide me with details requested below for the following student accommodation properties:

Thank you for your response to my Freedom of Information request. I am writing to request an internal review of Northumbria University's handling of my FOI request 'Northumbria University Student Accommodation Management, Safety Policy and Projected Gross and Net Revenue for 2020/21 Year'.

The information sought was partially delivered, but I am in disagreement with the decision to withhold information requested as part of the following request:

• The total gross and net revenues from tenancy contracts projected for the 2020/21 year for the buildings listed above

Whereas Section 43(2) of the Freedom of Information Act 2000 was cited as an exemption ("43 Commercial interests. (2) Information is exempt information if its disclosure under this Act would, or would be likely to; prejudice the commercial interests of any person (including the public authority holding it)"), the public interest in disclosing this information outweighs the commercial interests outlined. The initial response of Northumbria University was as follows:

"There is a clearly a greater ‘commercial interest’ from individuals working for competitors and/or resellers seeking this type of information than there is a “public interest” in its disclosure."

Contrarily, it is my contention that the public interest in "Raising public awareness and furthering the understanding of, and participation in issues relating to this area and transparency in the spending of public money" outweighs the commercial interests outlined in the context of the ongoing public health crisis regarding COVID-19 outbreaks in UK universities including Northumbria University.

Please forward this correspondence to the appropriate party who conducts Freedom of Information reviews.
