Northumbria AFC Staff Travel Expenditure

Dear Northumbria Healthcare NHS Foundation Trust,

Relating to Agenda-For-Change mileage rates, additional questions based on a previous response.

1) Section 17.17 of the NHS Terms and Conditions of Service, states a reserve rate of £0.28 is only applicable if an employee ‘unreasonably’ declines a lease vehicle.

1A) What does the Trust specifically constitute as an employee unreasonably declining a lease vehicle?

1B) For those employees who don’t have a lease vehicle, is there a record of each employee who has ‘unreasonably’ declined a lease vehicle?

1C) If an employee isn’t eligible for a lease vehicle based on their salary and/or other circumstances such as a disabled individual requiring a specially modified vehicle such as a WAV (Wheelchair Accessible Vehicle), is this seen as an employee unreasonably declining a company lease vehicle?

2) Could you confirm whether the £0.56 pence per mile Agenda For Change (AFC) mileage rate quoted is available to employees who utilise their own vehicle (previously quoted rate was £0.28) and leased vehicle employees (£0.45).

2A) If this rate is not available for all employees to claim through expenses, who is the £0.56 pence rate actually available to?

2B) How many of the total Trust employees are eligible for this £0.56 AFC mileage rate (or are currently able to claim at this rate)?

2C) Is this rate only available for those undergoing organisational change (e.g. change of base)?

3) Is the Trust utilising HMRC published ‘advisory fuel rates’ which are based on employees utilising a company vehicle for business or private purposes for the claimable mileage rate?

3A) If so, could you confirm as per the wording on HMRC’s page (www.gov.uk/guidance/advisory-fuel-rates) that these rates are only relevant to an employee using a company vehicle (not a personal/privately owned vehicle) or for solely private travel - not private vehicles used for business travel use?

3B) If so, why is the Trust choosing to utilise this method rather than the AFC published rate which all other NHS Trust’s in the region utilise?
