Dear Ministry of Defence,

I am aware of the following; that attesting NISGS CSOs are Special Constables which allows them to be armed on the same basis as PSNI Police Officers Part Time, the equivalent of mainland Special Constables.

I hope you are able to tell me the following;

1 - do NISGS officers carry a person protection weapon off duty ie handgun, given the large threat from dissident republicans in Northern Ireland.

2 - if so, do they require a firearms certificate for a PPW or does their attestation as special Constable give them the authorisation to carry a firearm off duty as it would a police officer?

3 - What firearms do the NISGS officers use on duty and off duty.

I hope you are able to assist me.

Yours faithfully,

Colin James

Good Afternoon Mr James,

Further to our email dated 25 January, I can confirm that the MOD does
hold some information that relates to your request.

I believe that the information that has been located may fall within the
scope of the following exemptions under the Freedom of Information Act
2000 (FOI(A) 2000): Section 26 (Defence) and Section 38 (Health and
Safety). It is possible that other exemptions may also apply.  As such, it
is necessary for us to decide whether in all circumstances of the case the
public interest in maintaining the exemptions outweigh the public interest
in disclosure.

The FOI(A) 2000 requires us to respond to requests promptly and in any
case no later than 20 working days after receiving your request. However,
when a qualified exemption(s) applies to the information and the public
interest test has to be conducted, the Act allows the time for response to
be longer than 20 working days.

A full response must be provided within such time as is reasonable and, in
relation to your request, I estimate that it will take an additional 20
working days to take a final decision on where the balance of public
interest lies. I therefore plan to let you have a response by 22 March
2021.  If it appears that it will take longer than this to reach a
conclusion, we will advise you accordingly.

If you have any queries regarding the content of this email, please
contact this office in the first instance.

If you wish to complain about the handling of your request, or the content
of this response, you can request an independent internal review by
contacting the Information Rights Compliance team, Ground Floor, MOD Main

note that any request for an internal review should be made within 40
working days of the date of this response.

If you remain dissatisfied following an internal review, you may raise
your complaint directly to the Information Commissioner under the
provisions of Section 50 of the Freedom of Information Act. Please note
that the Information Commissioner will not normally investigate your case
until the MOD internal review process has been completed. The Information
Commissioner can be contacted at: Information Commissioner’s Office,

of the role and powers of the Information Commissioner can be found on the
Commissioner's website at [2]https://ico.org.uk/.

I would be grateful if you would acknowledge receipt of this email.
