Dear Department of Health (Northern Ireland),
As per the Executive directing me, please can the Department provide the recommended advice it received from the Northern Ireland COVID-19 Strategic Intelligence Group on face coverings as per the below statement on 21st May 2020:
“The Executive recently announced that people consider wearing a face covering in places where there are difficulties social distancing, such as on public transport or in retail environments. This advice was recommended by the Northern Ireland COVID-19 Strategic Intelligence Group”.

Please can the Department also provide details of the Northern Ireland COVID-19 Strategic Intelligence Groups overall role and also define its role in implementing face covering messaging.
Finally, please also provide details (not limited to but for example name, job title, public body, advisor) of all members - past and present who contribute/d directly or indirectly - that defines position and involvement within the Northern Ireland COVID-19 Strategic Intelligence Group.

Update - I have contacted the ICO and asked for assistance in escalating my complaints against the Department. I have asked the ICO to take action due to the Departments clear refusal to comply with multiple requests from myself and to address the Departments stonewalling which is preventing me from accessing information.
This failure has also formed part of my complaint to the Commissioner for Standards in Northern Ireland in relation to Minister of Health, Robin Swann. Robin Swann has allowed his Department to breach the Freedom of Information Act therefore Robin Swann has also breached his Ministerial Code of Conduct in failing to:
1.5 (iii) - “ensure that all reasonable requests for information from the Assembly, users of services and individual citizens are complied with; and that departments and their staff conduct their dealings with the public in an open and responsible way.”
