Dear North Wales Police,

This is a request for information under the Freedom of Information Act.

A Targeted Individual (see http://www.targeted-individuals.com/) who has lived in North Wales, has detailed evidence of North Wales Police being involved in harassment, intimidation, dissemination of false information and more, on them over a period of time.

The following information is being requested in relation to this activity on the part of North Wales Police.

1) Who is responsible for the control and operations of the activities surrounding Targeted Individuals who reside in the North Wales area?

2) What numbers of officers are engaged in these activities specifically? Are other officers involved in this work?

3) North Wales Police are known to be responsible for the dissemination of false information to third parties which smears the characters of these individuals. It also deliberately portrays them in a bad light by spreading falsehoods about them. There is specific corroboration of (name removed) having been slandered by North Wales Police when others have being advised they have criminal convictions when they do not.

Who directs these activities and controls the operation afterwards? Who undertakes the actual character assassination?

4) North Wales Police undertook surveillance of (name removed)this was by following them and by other methods, use of vehicles, monitoring phone calls and travel. Who controls these activities? Are officers who undertake this work dedicated to a special unit, or are they Police Officers in general?

5) What are the costs of these activities? Are they borne by North Wales Police, or another body?

6) It is understood that third parties are recruited to "stalk", befriend and inform on the Targeted Individual. Who is responsible for the recruitment of these people? What sums are paid to them for their work in relation to this? Are these monies subject to tax etc?

Dear Mr Roberts,

Thank you for your response to our clarification email.

I have reviewed the website and cannot locate a definitive definition of a 'Targeted Individual'.

I have searched the internet for a definition of a 'Targeted Individual' and the only site offering such a definition is the urban dictionary who provide the following: Targeted Individuals are people who are illegally and covertly harassed, abused, gang-stalked and spied upon 24/7 by organized groups of persons.

Would the definition from the above website cover your belief of what a 'Targeted Individual' would be? If not, can you please provide your own definition.

The definition to which you refer does not provide sufficient details of the term of "Targeted Individual". There is some more of what it involves in this link:

My own view would be that this term refers to a person who has attracted the attention of the state and the agents it employs, such as the Police and security services. The reason for having attracted their attention can be due to political activity, campaigning, having been a whistleblower, having incurred the wrath of an influential body, or group for whatever reason (the Freemasons in particular can use their contacts for this purpose). There can be a whole variety of reasons for someone being targeted but it is known for a fact that Police and security services are involved.

The fact that they have been targeted in this way results in all manner of actions directed against them. These range from character assassination, smears, false information being spread about them to a wide range of bodies and their names being entered on various databases which are intended cause them further problems. The various sites cover the type of problems that TIs encounter.

The situation surrounding TIs is thought to be more common in the USA and Canada but is occurring in the UK as well.

Please let me know if this is sufficient for your purposes.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of North Wales Police's handling of my FOI request 'North Wales Police activities surrounding Targeted Individuals.'.

The denial of these activities flies in the face of the facts that have been established in respect of North Wales Police undertaking this type of work. There is also evidence available in support of this. The response by North Wales Police is diametrically opposed by facts and evidence of unlawful activities conducted by North Wales Police against persons targeted for whatever reasons they choose.

The fact that North Wales Police choose to deny their involvement in these actions can be proved to be in direct contradiction to the facts surrounding unlawful Police activity in the UK today. The book, "Undercover" gives a comprehensive account of the unlawful Police activity that has been conducted in the UK since 1968.

There is much information in the public domain that corroborates unlawful Police activity. This includes the actions taken against the family of Stephen Lawrence, smears, character assassination, being put under covert surveillance for vexatious reasons and more. Then there was the vendetta against DuWayne Brookes, friend of Stephen Lawrence, he was subjected to covert surveillance, character assassination, smears and an unlawful vendetta by the Police.

Such is the determination of Police to pursue people they target they are prepared to undertaken criminal acts for vexatious reasons. As described in the book, "Undercover" a serving Police officer firebombed a Debenhams department store when he was attempting to deceive an organistion he had infiltrated.

There is more, much more by way of evidence of people being targeted by Police for their lawful political activity, campaigning and whistleblowing, or whatever reason there is for Police deciding to harass them. In this case, the person concerned has had inside information as to the circumstances surrounding the Police actions.

It seems that Police are unaware of the provisions of Article 10 Human Rights Act, which gives the right to freedom of expression.

The person who has been targeted has decided to expose the system that operates and which is well detailed on the site http://www.targeted-individuals.com/

Police do not use their powers lawfully, North Wales Police included. Please conduct an Internal Review of the decision on the FOI request based on the factual evidence of unlawful activities of the Police in the UK today.

The complete denial by North Wales Police of these activities was to be expected in view of the unlawful and covert nature of their conduct.

At present, a television documentary is being made about this type of activity by Police all over the UK. It will be interesting to hear the reports of experiences of a variety of people who are, "Targeted Individuals". Since evidence exists of these covert and unlawful Police acts, it will be difficult for the Police to deny these in due course. Then they are renown for denying many of their unlawful acts which seems to be the norm for them.
