Norbury "Blitz" of fly-tipping and graffiti
Dear Croydon Borough Council,
Please let me know the total cost of the recent "blitz" of fly-tipping, graffiti etc in Norbury. Please also let me know the source of the funds which met this expenditure and analyse the costs between the various contractors and agencies used.
And, if available what is the estimated cost of the forthcoming "blitz" in Thornton Heath and the other proposed blitz's across Croydon? And again please state the source of the funding for this expenditure.

Anjum Zunerah replied to my request via e-mail on 18 April 2024. I replied via e-mail on 11 June 2024 (within the 40 working day time limit) saying he had not provided all f the information I requested and as yet I have not had an acknowledgement let alone a full reply.
I have lodged a complaint and would like an internal review carried out as to why I am still waiting for a reply and why the reply to my FOI was via e-mail rather than being placed in the public domain.

I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'Norbury "Blitz" of fly-tipping and graffiti'.
If I don't get a full reply within the next 7 days I will complain directly to Mayor Perry. And, any councillors or cabinet members who are involved with the Blitz Project will find they are the subject of a complaint to the Ethics Committee

Further to your email dated 11 June 2024, in which you requested an
Internal Review of the Council’s response to your request for information
made under the Freedom of Information Act (FoIA), I have now concluded
this review and I am able to reply as follows. I apologise for the delay
in responding to you.
In your request for Internal Review, you asked the Council to reconsider
your request as you believed that you had not been provided with the
information requested.
In your request for information dated 11 March 2024, you requested the
following information:
“Please let me know the total cost of the recent "blitz" of fly-tipping,
graffiti etc in Norbury. Please also let me know the source of the funds
which met this expenditure and analyse the costs between the various
contractors and agencies used.
And, if available what is the estimated cost of the forthcoming "blitz" in
Thornton Heath and the other proposed blitz's across Croydon And again
please state the source of the funding for this expenditure.”
The Council responded to you on the 9 April 2024 and provided the
following response:
“Please let me know the total cost of the recent "blitz" of fly-tipping,
graffiti etc in Norbury. Please also let me know the source of the funds
which met this expenditure and analyse the costs between the various
contractors and agencies used.
Norbury Blitz – Graffiti removal cost – Approximately £29k
And, if available what is the estimated cost of the forthcoming "blitz" in
Thornton Heath and the other proposed blitz's across Croydon And again
please state the source of the funding for this expenditure.
Q2 – Thornton Heath – the work has not yet been completed but we estimate
the following:-
Graffiti removal - £35k
Fly tipping - £39k
The source of funding is the UKSPF and revenue funding”
In your request for an Internal Review dated 11 June 2024 you stated the
following:
“Unfortunately, you have not replied to all of my requests. Namely:
1. You haven't replied to my request for the cost of the flytipping
"blitz" in Norbury nor have you provided an analysis of the costs of
graffiti removal and flytipping removal between the "various
contractors and agencies used".
2. I asked for the source of the funding and assume that UKSPF refers to
the UK Shared Prosperity Fund. Please correct me if I am wrong.
However, the phrase "revenue funding" is rather vague and does not
name a source of funding. Can you please be more specific and say what
this funding is and the amount being made available.
3. I asked for details of the costs of "other proposed blitz's across
Croydon And again please state the source of the funding for this
expenditure." I appreciate that the amounts will be estimated however
there must be an estimated budget for the "blitz" project.””
On receiving your request for an Internal Review, I contacted the Head of
Environment Services & Sustainable Neighbourhoods, who has provided
additional information in answer to the issues raised in your Internal
Review.
The funding was met from Revenue Budgets for graffiti and Fly tip removal.

to look at external funding to support the [2]Blitz Programme; which as
previously stated was the [3]UK Shared Prosperity Fund.
