NON FREEZING OF council tax

HOW MUCH EXTRA MONEY was received by the WELSH GOVERNMENT to enable the freezing of COUNCIL TAX. The council tax has not been frozen. WHAT WAS THIS EXTRA MONEY USED FOR?

I have received a letter from Matthew Denham-Jones asking for clarification regarding my request for information. He has asked me to contact you by Tuesday 23 July with this clarification. I understood that when Parliament gave extra money to English counties to enable them to freeze their council tax they also gave the Welsh Government an extra amount of money to enable them to do the same. Am I wrong in assuming that this was the case?

Thank you for responding so promptly.
Before we provide a full answer to your question, I just wanted to make
you aware that when Parliament approved extra money to enable English
authorities to freeze their Council tax it was an automatic increase in
the budget of the Welsh Government which resulted. That increase resulted
through the operation of the Barnett formula and neither Parliament or the
UK Government has a role in deciding how that budget is then used.
You are therefore correct in assuming that the Welsh Government budget
increased as a result of the policy which provided English councils with
additional funding but not that it was intended to enable the
implementation of the same policy in Wales.
We can provide the details of the extra funding that the Welsh Government
received via Barnett as a result of the Council Tax freeze policy but it
is important to note that Parliament did not (and is unable to) direct the
monies for the Welsh Government to follow the same policy.
