Non-EU international undergraduate students

Dear University of St Andrews,

I am seeking information about the number of non-EU international
undergraduate students the university offered a place to for the 2012/2013,
2013/2014 and 2014/2015 student intake years. How many of those
undergraduate students failed the Test of English as a Foreign
Language (TOEFL) and/or the
International English Language Testing System (IELTS), but were
nevertheless offered a place?

It is in the public interest to make this information available.

Disclosure of this information can only be withheld if it is seen
to cause unwarranted damage or distress to an individual or body.
This includes risk to a person’s safety and security. It may also
include unfair damage to their career or reputation.
It does not include embarrassment, legitimate criticism or the risk
of misunderstanding or misrepresentation.

In this case, there is a legitimate criticism to be made because
preventing public access to this information is a clear violation
of accountability, transparency and an open society.
Issues of commercial sensitivity do not qualify as a justification
unless the university can prove a causal relationship between
disclosure and subsequent harm.Compliance with the request to
provide this information should not exceed the appropriate costs
limit of £450 under section 12 of the Freedom of information Act
2000.

information concerning non-EU international undergraduate students offered
a place here at the University of St Andrews for 2012/13, 2013/14 and
2014/15 student intake years.

 

The University will endeavour to respond to your request as quickly as
possible. In any event you will receive a response within the time set for
compliance, as prescribed in section 10 of the Freedom of Information
(Scotland) Act 2002.

 

It may prove necessary for the University to seek further clarification
from you, to assist it to identify and locate the information you seek. If
this is the case either I or another colleague would write to seek that
clarification. If clarification is required we will seek this at the
earliest opportunity.

 

In the meantime should you have any questions about your information
