Dear Electoral Commission,

Please provide me with an electronic copy of every certificate pertaining to the 2010 General Election which the Electoral Commission received under section 14(5)(b) of the Parliamentary Elections Rules as laid out in Schedule 1 to the Representation fo the People Act 1983.

If you are unable to provide a copy of every certificate due to the cost-threshold, then please restrict this request to refer only to certificates received in relation to the following constituencies: Witney, Esher and Walton, Kingston and Surbiton, Cities of London and Westminster. If this will also be above the cost-threshold, then please provide as many certificates as you can for the constituences named, in order.

You have requested:

Please provide me with an electronic copy of every certificate pertaining to the 2010 General Election which the Electoral Commission received under section 14(5)(b) of the Parliamentary Elections Rules as laid out in Schedule 1 to the Representation of the People Act 1983.

Our response is as follows:

In response to your request we have searched our records and have located 136 electronic files containing Certificates of Authorisation (CoA) for 57 constituencies at the 2010 UK Parliamentary general election (UKPGE). These include the CoA for the constituency of Witney, but not for the other constituencies listed in your request. For the convenience of this request we have published these on our website in the following locations;

We hold these files because they were sent to us electronically and saved on our network. We also received paper copies of certificates for some other constituencies at the 2010 UKPGE, but disposed of these in the course of moving our London office at the end of 2010, since they were not required for our regulatory purposes. The relevant local authorities may still hold copies of those CoA that we do not possess.

The signatures of Nominating Officers and candidates have been redacted under Section 31(1)(a) of the Freedom of Information Act 2000 (FOIA) because of the potential for them to be misused if published. We have also redacted any other personal information where it would be against the individual’s reasonable expectation that we should disclose it. These exclusions are made under Section 40(2) of the Data Protection Act 1998.
