No need for Parks & Gardens in SW Rugby?

This request is made in the context of table 1 on page 35 of the Draft SW Rugby SPD. Please provide all the information that was in front of the Head of Growth and Investment when she concluded that the 9,600 additional residents of the western arm of the SW Rugby SUE would not need any additional Parks and Gardens.

I am writing to request an internal review of Rugby Borough Council's handling of my FOI request 'No need for Parks & Gardens in SW Rugby?'.

The response provided is two fold but the information requested is not provided.

The response starts by suggesting that the Head of Growth and Investment does not stand by the paper she presented to Cabinet at the start of October for whilst that paper says that no land is needed for parks and gardens the response says she has not concluded that this is so.

However the response then continues with an argument which might be used to justify a conclusion that no land is required - including that there already is sufficient allotment land available to meet need. However a simple study of appendix 4 to the Local Plan shows that this is not the case. Therefore to have concluded that there is sufficient allotment land the Head of Growth and Investment would have had to have had access to further information and this should have been provided in response to the request. The response also says that there has been an additional allocation for natural open space. This is a breach of the sixth Nolan principle - paragraph 4.38 allocates 24 hectares. This is entirely in line with policy HS4 and in no way additional to it. The response continues to say that without the [non existent] additional allocation for natural open space it would not be possible to give Cawston Spinney sufficient protection. This too is a breach of the sixth Nolan principle as Cawston Spinney is already protected by policy DS8.

The question remains what information was in front of the Head of Growth & Investment when she informed the Cabinet that neither allotments nor Parks & Gardens were required in South West Rugby.
