no deal Brexit planning

I am very concerned about the impact of a no-deal Brexit on available funding for (i) special needs education (from nursery through to young adult FE) and (ii) on social care for adults with a physical or learning disability.

Please can you supply me with any 'no-deal' Brexit impact assessments the council has completed, with regard to the funding of these two essential services .

If they have not yet been completed, please advise when they will be.

Response:

 

Brexit implications are being assessed across all of WSCC’s current
corporate risks.

 

Central Government funding for Local Authorities has already been agreed
for the following year and West Sussex County Council’s budget is
currently being set so we do not expect there to be a financial impact in
the immediate future.

 

There are two current strands to the Council’s planning. The Council is
involved in planning as a member of both the Sussex Resilience Forum (SRF)
and the Southeast 7 Local Authorities Resilience Group (SE7).

 

The SRF have undertaken a comprehensive Risk and Impact Assessment on the
potential disruption and planning assumptions required within Sussex. On
completion of the SRF Risk Assessments it was agreed at SRF Executive to
instigate a full multi-agency Strategic Coordination Group, which has met
on a number of occasions since the start of 2019. Agreement was reached at
the last SCG to establish the various functional groups relating to the
identified work streams within the Risk Assessments. This work will be
agreed on 30^th January at the SRF Delivery Group and associated Brexit
Table Top Exercise as part of the meeting.

 

WSCC has been participating fully as a part of the SE7 Resilience Group,
this group is working collaboratively in reducing the potential impacts
that would have a regional cross over with the 7 Local Authorities. This
also provides an opportunity to work and liaise with a number of
Government departments including department for Transport, DEFRA and
Cabinet Office. This group has been lobbying Government Departments to
establish regional coordination mechanisms.

 

These streams of work have not produced material for publication at this
time. However, the Council submitted evidence to the House of Commons
Housing, Communities and Local Government Committee inquiry on the issue.
