We are cognizant of the fact that Billing Authorities hold on account sums of money that are due to be returned to ratepayers and for a variety of reasons have not been repaid.
I therefore request a breakdown of credit balances accrued since your earliest records, for the amounts owing to all incorporated companies within your authority's billing area, including the following information:
A. The legal name of each business in respect of which non-domestic rate credit balances remain payable
B. The value of overpayment in each case which remains unclaimed
C. The years(s) in which overpayment was made
D. The hereditament address
E. The legal name of each business in respect of which non-domestic rate credit balances have been written back on to the NDR account
F. The value of write back in each case which remains unclaimed
G. The years(s) in which the write back was made (if available)
H. The hereditament address that the write back relates to

In response to your request for information received at this office on 12

You requested

- Unclaimed business rate credit balances. We are cognizant of the fact

In respect of the write-on data we estimate that the cost of supplying
this part of your request would exceed the statutory limit of £450, which
is equivalent to 18 hours work and is therefore exempt under Section 12 of
the Freedom of Information Act 2000.

 

The 18 hours includes the time taken to:

· Determine whether we hold the information;

· Find the requested information, or records containing the information;

· Retrieve the information or records

· Extract the requested information from records.

 

This information is not available via any automated method, and there are
potentially in excess of 3500 such adjustments. Although the majority of
these will not relate to overpayments, the only way to identify them is by
manually checking each one. Our Business Rates service estimates that
around 45 and 60 of these could be checked per hour. With this in mind it
is apparent that the time involved in undertaking this task will exceed
the above mentioned statutory limit.

 

Given all of the above, we believe that our estimation of the time needed
is sensible, realistic and based upon specific and known circumstances.

Due to the application of section 12 this response forms a refusal notice
for this part of your request.
