With regard to your Freedom of Information request received on 7 July
2014, please find our response attached and below.
I would like the following with respect to all of the hereditament
addresses within your billing authority:
- The full address, including postcode;
- The name of the liable party for the business rates (excluding personal
information);
- The Billing Authority Reference number; and
- Rateable Value
I would also request that this be returned in an Excel format.
In accordance with Section 17 of the Freedom of Information Act, the
Council is required to inform you that some of the information on the
attached document has not been provided and has been withheld due to the
following exemptions under the Act. Where these exemptions have been used
the entire row has been removed or the information has been removed and
the appropriate exemption entered in its place.
Section 31 - Law Enforcement
It is considered that this exemption under Section 31 of the Act applies
to some of the information therefore the account numbers, details of
deceased persons and locations of police/mobile masts have been withheld
on the attached spreadsheet. Section 31 (1) (a) is designed to cover all
aspects of the prevention and detection of crime.
We have considered the public interest in regard to the release of the
exempted information and in so doing have weighed the benefits that
disclosure would provide in respect of openness and accountability against
the harm and prejudice which could be caused to each company in release of
this information. We believe that to release these details may lead to
criminal activity and we therefore believe in this case, there is not
enough justification to release the information and the public interest in
with holding the information outweighs the public interest in disclosure.
Section 40 - Personal Information
It is considered that this exemption under Section 40(2) of the Act
applies, namely that some of the information is personal information and
all personal details are protected under the Data Protection Act 1998
legislation. The Council cannot disclose personal information where to do
so would breach any of the data protection principles.
In this case, we consider that to release the names of external third
parties cannot be justified and consent would not be given therefore
disclosure would breach the rights of these individuals under the Act.

containing the latest’s list of NDR assessments.
