Nick Adderley Developed Vetting checks
Dear Northamptonshire Police, Fire and Crime Commissioner,
In an FOI made by a member of the public and responded to by OPFCC on 9th November 2023, the following statement was made in relation to a request made about CC Nick Adderley's vetting status:
When was the last time CC Nick Adderley was vetted by your office or
Northants Police?
As part of the recruitment process in July 2018, the OPCC contacted
Staffordshire Police’ vetting unit in relation to Nick Adderley’s vetting
status. They confirmed to the OPCC on the 03 August 2018 that Nick
Adderley was vetted to Developed Vetting (DV) level and that this was
valid until 2024.

A further request made to both Staffordshire Police and Staffordshire PFCC and replied to on 24th August 2024 shows no financial records to support that any developed vetting checks were submitted and paid for. A copy of this request can be found here.

In the absence of any evidence to support that developed vetting was successfully submitted and paid for, please confirm the following:
1) What is the industry standard to confirm an individual has passed developed vetting, such as a certificate in line with a DBS check.
2) That such a certificate or evidence was presented and if not, what evidence the then PFCC Stephen Mold viewed to satisfy himself that Nick Adderley had been subjected to developed vetting and had been passed this standard with no issue.
3) Which other members of staff or stakeholders beyond Stephen Mold and the then monitoring officer would need to have seen this evidence (whatever it might have been) to confirm the appointment of Nick Adderley as CC. Please confirm the names of all stakeholders and staff, their then job titles and relationship to Northants OPFCC.

I can confirm that the Office of the Northamptonshire Police, Fire and
Crime Commissioner holds the information requested.
1) What is the industry standard to confirm an individual has passed
developed vetting, such as a certificate in line with a DBS check.
All applicants for the role of Chief Constable are informed that anyone
appointed is subject to holding or obtaining security clearance at
Developed Vetting (DV) level. The OPFCC and its HR advisors will request
evidence of DV clearance.
2) That such a certificate or evidence was presented and if not, what
evidence the then PFCC Stephen Mold viewed to satisfy himself that Nick
Adderley had been subjected to developed vetting and had been passed this
standard with no issue.
The Office of Northamptonshire Police and Crime Commissioner were
presented with evidence that the former Chief Constable had DV clearance.
3) Which other members of staff or stakeholders beyond Stephen Mold and
the then monitoring officer would need to have seen this evidence
(whatever it might have been) to confirm the appointment of Nick Adderley
as CC. Please confirm the names of all stakeholders and staff, their then
job titles and relationship to Northants OPFCC.
The appointment process for the former Chief Constable for
Northamptonshire Police was set out in the independent members report
which was published at the confirmation hearing held on 5^th July 2018.

Chief Executive liaised with colleagues in Northamptonshire Police’s
vetting team in relation to the appointment.

You have included the following hyperlinks but merely copied the text across without any links to the actual documents. Please kindly include working links in the reply.
With regards to points 1 & 2, please clarify the exact documents that were presented as your reply does not expand upon what is already in the public domain and is the subject of dispute, namely that no DV documents exist and Stephen Mold merely signed off that Nick Adderley was subject to DV clearance without being presented with bona fide evidence of this.
PFCC Stephen Mold claims to have seen evidence that Nick Adderley had DV clearance however no evidence of developed vetting being paid for by Staffordshire Police or any completed evidence appears to exist, therefore please clarify exactly what the document was that was seen, the date this was presented to Stephen Mold and if this still exists.
Please also clarify if you have personally seen this document or merely seen a record that Stephen Mold alleges to have seen evidence and signed this off.

Dear McCartney Stuart,
As you did with the non working link, the simpler way to manage my request would have been to answer it directly rather than obfuscating and then suggesting an internal review.
The question was very clear stating "2) That such a certificate or evidence was presented and if not, what evidence the then PFCC Stephen Mold viewed to satisfy himself that Nick Adderley had been subjected to developed vetting and had been passed this standard with no issue."
Your answer of "The Office of Northamptonshire Police and Crime Commissioner were
presented with evidence that the former Chief Constable had DV clearance." simply paraphrases the question without actually answering WHAT evidence was presented.
Your refusal to provide an answer only serves to demonstrate your involvement and complicity with what amounts to misfeasance in public office as the facts show there is no evidence any DV checks were carried out and paid for, therefore any "evidence" Mr Mold claims to have reviewed was either a forgery, or Mr Mold lied in claiming what he had seen.
I consider the request to still be outstanding and if you continue to refuse to cooperate, this will naturally raise questions over your motivations and your own involvement in matters, possibly leading to complaints being raised against you for your knowledge of and facilitating/aiding with misfeasance in public office by furthering the lie regarding the evidence.
