NHS Trust Non-Pharmaceutical Product Supply Chain Arrangements

Reginald Space made this Freedom of Information request to Chelsea and Westminster Hospital NHS Foundation Trust Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

Response to this request is long overdue. By law, under all circumstances, Chelsea and Westminster Hospital NHS Foundation Trust should have responded by now (details). You can complain by requesting an internal review.

Dear Chelsea and Westminster Hospital NHS Foundation Trust,

Following a recent Health Service Journal Article on ICS-level warehousing and logistics facilities, I would be grateful if you could confirm whether your Trust is a partner of an ICS-level, combined warehousing and logistics capability (Yes/No).

Please confirm the annual value and volume of non-pharmaceutical healthcare products delivered to the Trust, broken down by supply route:
• NHS Supply Chain delivered
• Via an ICS/ICB-wide Warehouse facility (if any)
• Direct from Suppliers (ordered through NHS Supply Chain: eDirect)
• Direct from Suppliers (ordered via an NHS Supply Chain contract or Framework)
• Direct from Suppliers (ordered via other Contract / framework)

Please confirm:
• Square Footage of the Trust’s goods receiving facility and stores facility (if separate)
• Number of staff (FTEs) operating in the goods receiving facility and stores facility
• Details of the frequency of deliveries to the Trust, including overall operating hours of the goods receiving and storage function
• Does the Trust have the ability to receive goods “out of hours” (Yes/No)?

Yours faithfully,

Reginald Space

To answer your request in its current form would exceed the 18 hours provided for in the Act.

The Trust receives numerous items everyday which have been purchased via many procurement methods and it would be a huge task to answer the questions about volume and value in the time available. The Trust has delivery points but does not have a warehouse.

Dear Chelsea and Westminster Hospital NHS Foundation Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Chelsea and Westminster Hospital NHS Foundation Trust's handling of my FOI request 'NHS Trust Non-Pharmaceutical Product Supply Chain Arrangements'.

The response received from the Trust is wholly unsatisfactory. The Trust has failed to provide even summary information on the spend and number of products purchased through the various supply routes - something that other NHS Trusts have been able to provide in response to an identical request.

In relation to goods receipting, this information should be readily available, and to simplify things, I would accept summary figures for the space and number of FTEs involved in receipting and distribution of inbound goods. Again, this is something that other NHS Trusts have been able to provide, so I am unsure why the Trust is unable to comply with the request.

I am seeking this Internal Review to acknowledge the poor quality of the initial response and to encourage the relevant parties within the Trust to comply with what is a reasonable request and provide the information in a timely manner.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/n...

Yours faithfully,

Reginald Space

Dear FOI (CHELSEA AND WESTMINSTER HOSPITAL NHS FOUNDATION TRUST),
Dear Mr. Pearce
Many thanks for confirming that there is a North West London joint warehouse capability: I will be most interested in receiving the relevant details as part of this FoI request.

There remains the outstanding supply chain data pertaining to the Trust, which I assume you are pursuing with relevant colleagues within the Trust.

Yours sincerely,

Reginald Space
