Dear Sir or Madam,

Re:      Freedom of Information request (Our Ref: FOI-055262)

Thank you for your Freedom of Information (FOI) request dated 27 December
2017. Please accept our apologies for the delay in providing you with a
response.

Your exact request was:-

“Please provide information relating to the Practitioner Health Programme,
a programme designed to support health professionals with mental health,
physical health and or addiction problems.

Please outline the procurement process for this programme, including the
dates of any OJEU notices and or invitations to tender.

Please state how many potential providers bid for this programme.

Please state the date of contract award, and the legal entity to which the
contract was awarded.

Please state the amount paid for services under this contract (the total
paid by NHS England and any CCGs or other bodies who pay the contractor
directly) to the contractor in each of the financial years since the
contract started.

Dr Arvind Madan is NHS England's director of primary care, and is a former
director, and current shareholder and or partner in The Hurley Group and
various Hurley Group companies.   Please outline the governance steps
taken to ensure that there was no conflict of interest between Dr Madan's
role at NHS England and his beneficial interest in The Hurley Group and
related companies.”

NHS England holds some information in relation to this request.

1.    Please provide information relating to the Practitioner Health
Programme, a programme designed to support health professionals with
mental health, physical health and or addiction problems.

2.    Please outline the procurement process for this programme, including
the dates of any OJEU notices and or invitations to tender.

3.    Please state how many potential providers bid for this programme.

since the contract started.

The ‘Practitioner Health Programme’ is not an NHS England programme, as
such, we do not hold the information you have requested. The information
may be held by the relevant Clinical Commissioning Groups (CCGs). We would
therefore advise that you re-direct you request to the CCGs. You can
contact individual CCGs using the contact details provided for each

Madan has declared his conflicts annually and has placed his shares in a
blind trust.

We have also received assurance from the Hurley group that they have also
put in place appropriate controls to mitigate the potential conflicts of
interest.
