Dear Department of Health and Social Care,

Please provide the titles, dates and version numbers (again with dates for each respective version) for all policy documents (whether draft or final versions) prepared on prophylaxis for COVID 19 since January 2021 by:

- The COVID-19 Prophylaxis Oversight Group
- The COVID-19 Therapeutics Clinical Review Panel
- Any other Group/bodies formed by the DHSC, NHS England, the NHSEI or other Department to consider prophylaxis policy for COVID.

Please also provide the dates that each policy was approved by the relevant authorising Committee, Chief Medical Officer etc as the official policy of the DHSC together with the details of each approver.

I am addressing this request to both the DHSC and NHS England as it is unclear where the different Group/Panel/Bodies sit within the Health framework, so please answer for the part of the system you are responsible for and advise me promptly if another body should be asked for any part of this information.

Thank you for your reply of 27 October. I have reviewed the Information Commissioner's site and consider your response falls below the standard required. I am therefore writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'NHS Policy on Prophylaxis'.

You have not provided me with an evidence based break down/estimate of why looking at the minutes and papers from two named bodies:
1. The COVID-19 Prophylaxis Oversight Group; and 2. The COVID-19 Therapeutics Clinical Review Panel plus any others about which you would be more aware about than I, to identify any draft or final DHSC policy documents in respect of the use of prophylaxis would exceed 24 working hours.

I have since become aware that there was established in April 2020 a Therapeutics Task Force with related Operating and Programme Boards which may also contain this information. Please confirm.

The objective of the Prophylaxis Oversight Group on the website is (amongst other things):
- to advise on national priorities for prophylaxis; and
- to support and oversee the prioritisation of prophylaxis agents through the UK CTAP Prophylaxis Panel.
Therefore, to a lay person, I would anticipate that these documents would originate from this Group.

For the avoidance of doubt, I am trying to understand how the approach to prophylaxis evolved during the timescale I set out. I am not asking for your product specific post purchase clinical commissioning policies which, I would hope, would involve considerable iterations and sign offs.

As you will be aware there have only been two prophylactic treatments, Ronapreve and Evusheld. Ronapreve is no longer in use and Evusheld is approved and is not in use by the NHS. Sotrovimab is currently being trialled as a prophylactic.

I am happy to time limit my request to between 1 January 2021 and 2 September 2022 to assist you with this request.
