Dear Ms Greggor

Thank you for your email dated 31 March which we will be treating as an
enquiry as opposed to a request for information under the Freedom of
Information Act.

As you may be aware, NHS Improvement is responsible for overseeing
foundation trusts and NHS trusts, as well as independent providers that
provide NHS-funded care in England. We offer the support these providers
need to give patients consistently safe, high quality, compassionate care
within the local health systems that are financially sustainable.

All health spending is determined by [1]HM Treasury through a Spending
Review process involving the [2]Department of Health and Social Care, both
of which would appear to be the more appropriate organisations to assist
you further.

I am sorry that on this occasion we cannot be of any additional help.
However, please let me know if I have misunderstood your enquiry.

Kind regards
