Under FOI, I am requesting the below information which is contained within the National Haemophilia Database.

It should be made clear that as data controller of this information (as defined by GDPR legislation which became enforceable as of 25th May 2018) you are the relevant authority.

It will be unacceptable in this circumstance to claim that this request should go to the UKHCDO. The UKHCDO is not a public authority and therefore unwilling and not obliged to accept Freedom of Information requests.

I have it in writing from Centre Director Prof Charles Hay that you are a data controller and that you host this data on NHS Servers.

In any case, as a data controller, you are obliged to comply with this request, you are the appropriate authority and the information is not obtainable from any other source.

Any attempt to exempt this request on grounds similar to those mentioned above will immediately be subject to Internal Review followed by escalation to the ICO and beyond if necessary.

Lastly I would remind you that the Freedom of Information act covers any recorded information that is held by a public authority in England, Wales and Northern Ireland, and by UK-wide public authorities based in Scotland.

The information requested from the NHD is as follows:

• TOTAL NUMBER OF HEPATITIS C INFECTIONS RECORDED IN USERS OF FACTOR VIII & IX CONCENTRATE PRODUCTS OF HUMAN PLASMA ORIGIN SINCE 1973 TO PRESENT DAY.
• TOTAL NUMBER OF HIV INFECTIONS RECORDED IN USERS OF FACTOR VIII & IX CONCENTRATE PRODUCTS OF HUMAN PLASMA ORIGIN SINCE 1973 TO PRESENT DAY .
• TOTAL NUMBER OF DEATHS RECORDED AS A RESULT OF HEPATITIS C AND/OR HEPATITIS C ATTRIBUTABLE CONDITIONS IN USERS OF FACTOR VIII & IX CONCENTRATE PRODUCTS OF HUMAN PLASMA ORIGIN SINCE 1973 TO PRESENT DAY . INCLUDING A FIGURE OF HOW MANY OF THESE PEOPLE WERE ALSO INFECTED WITH HIV.
• TOTAL NUMBER OF DEATHS RECORDED AS A RESULT OF HIV/AIDS AND/OR HIV/AIDS ATTRIBUTABLE CONDITIONS IN USERS OF FACTOR VIII & IX CONCENTRATE PRODUCTS OF HUMAN PLASMA ORIGIN SINCE 1973 TO PRESENT DAY.
• IT WOULD BE APPRECIATED IF THE INFORMATION PROVIDED IS AS COMPLETE AS POSSIBLE AND PROVIDED IN AN “ANNUAL BREAKDOWN” FORMAT FOR THE ENTIRE UK BASED ON THE INFORMATION YOU HOLD.
