Next plc HGV Depot (Epping Forest planning application ref: EPF/2503/19)

We're waiting for Liam Lakes to read a recent response and update the status.

Dear Highways England,
I write with reference to the proposed Next plc Regional Distribution HGV Depot (subject of Epping Forest planning application ref: EPF/2503/19).
On 21 December 2020 Epping Forest District Council reported to the District Development Management Committee to advise that Highways England has withdrawn its “holding objection” and all outstanding matters have been resolved. On this basis Highways England no longer have any reason to withhold information under section 22 of the Freedom of Information Act and the following information is hereby requested.
1. Information to confirm Highways England have verified and accepted the developer's traffic modelling.
2. Based on the predicted traffic modelling please provide information relating to when and how often traffic queues will back up on the all-lane running M25 carriageway (where no hard shoulder exists).
3. Previous correspondence has confirmed that Highways England requested the developer to carry out a safety audit - please provide all information relating to this including a copy of the safety audit.
4. All information including correspondence, emails, reports, meetings, phone calls between Highways England and Epping Forest District Council and the developer (including the developer’s consultants such as Vectos) from September 2019 to present.

Yours faithfully,
Liam Lakes

Dear Liam

Thank you for your response.

We are still unable to proceed with your request as you have not provided appropriate clarification. It would be helpful to know what aspect of this planning application you are interested in or what you will be looking for in the documents. For example, you may be interested in correspondence related to modelling that has not already been provided to you.

Would it be helpful to arrange a meeting for you to discuss this matter with our team and give you more insight into how we made our decisions?

Kind regards
Diana

Dear Diana,
Unfortunately at this stage I do not think at meeting would be productive. I am interested in all aspects of this planning application and wish to see all information requested. Considering the volume of planning applications you routinely deal with I cannot imagine that you have a significant volume of information. If you feel that there is a substantial volume then please provide a list with a brief description and I can highlight the items that are required.

Yours sincerely,

Liam Lakes

Dear Liam
I’m sorry that we have been unable to meet our deadline in responding to
your request. This is due to  heavy workloads within the team. We are

Since there will be additional work involved in compiling a list
of documents to send to you. We will instead extract as many documents as
possible within the limits of this request and we aim to send you our full
response by 19 February.

Dear Diana,
After waiting patiently for over two and a half months you have finally responded with zero information and advice that you have spent 18 hours "locating identifying and extracting information".

As a minimum you could provide the information you say that you extracted during those 18 hours (I imagine it must be vast considering the time spent).

Please treat this as a request for an Internal Review.

Yours sincerely,

Liam Lakes
