Your request was set out as follows:

“Amount spent on newspapers in 2019 broken down by titles?”

Please find below details of the amount spent in 2019 on physical copies
of newspapers delivered to Channel 4 offices:

Please note that it is possible Channel 4 staff have may have subscribed
to certain newspapers where the online version is behind a paywall, bought
a one-off copy of a newspaper for a specific purpose and/or subscribed to
a press clippings/media monitoring service. However, in order to locate
every instance of the above we would need to review each expense claim
made over the course of 2019, item by item. Accordingly, regarding your
request for the amount spent on all newspapers in 2019, we estimate that
the costs for:

a) locating any information, or document which may contain the
information;

b) retrieving the information, or document which may contain the
information; and

c) extracting any information from documents which may contain it,

would substantially exceed the "appropriate limit" (costs threshold) as
prescribed by The Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulations 2004.  Please note that the costs threshold
appropriate to Channel Four Television Corporation is £450, with staff
costs calculated at a rate of £25 per hour (i.e. a total of 18 hours). 
Accordingly, you may wish to submit a revised enquiry to bring your
request within the appropriate limit, for example, by specifying a more
limited timeframe and/or a specific group of staff. In the event that you
wish to submit such a revised request, please note that any subscription
to press cuttings/media monitoring services would likely be charged at a
flat rate, rather than charged by title. Given this, Channel 4 may not
hold the information necessary to separate the amount spent by title.
There may also be instances where this information is commercially
sensitive.

Please note that if you are unhappy with the decisions made in relation to
your request you may ask for an internal review. In accordance with the
Code of Practice issued by the Cabinet under section 45 of the Act, please
be advised that requests for an internal review should be made within 40
working days of this email. If you wish to do this then please email the
