I have an absolutely thrilling FOISA request for you!

Context: Domestic/household waste within the SLC area. If this proves to be too large an area, please focus on Rutherglen and Cambuslang.
Timeframe: the last financial year for which data is available, and please confirm in your response which FY this is.

1. How many bins of each type (landfill, plastics, paper, composting) and size (eg. 50L, 100L, 150L) were purchased into SLC's inventory/stores from outside suppliers? For example, I would like to see that SLC bought:
100 x 50L landfill bins
50 x 100L landfill bins
200 x 150L paper bins
And so on.

2. How much did SLC spend on the bins purchased in 1 above (no breakdown required)? For example, I'd like to see that SLC spent £5k on the bins.

3. How many bins (broken down as per 1 above) were distributed to households?

4. How much did SLC charge householders for the distributed bins? No breakdown required.

5. Re: provision of larger 360L landfill bins:
a. What is SLC’s policy/rules on providing these?
b. How many applications/requests were made for these larger landfill bins, and of those how many were successful/unsuccessful?

Request for Information

 

I refer to your information request received by the Council on 18 May 2020
in which you ask for the following information in relation to
domestic/household waste within the South Lanarkshire Council area for
2019/20:

 

 1. How many bins of each type (landfill, plastics, paper, composting) and
size (e.g. 50L, 100L, 150L) were purchased into SLC’s inventory/stores
from outside suppliers?  For example, I would like to see that SLC
bought:

100 x 50L landfill bins

50 x 100L landfill bins

200 x 150L landfill bins and so on.

 

 2. How much did SLC spend on the bins purchased in 1 above (no breakdown

The Council has searched its records and has located the information that
you have requested for the financial year 2019/20 as detailed below:

 

 1. The Council purchased the following type and size of bins into its
inventory/stores from outside suppliers:

 

99 x 140 litre black (non-recyclable/landfill) bins

3,108 x 240 litre black (non-recyclable/landfill) bins

 

99 x 140 litre blue (fibre) recycling bins

2,572 x 240 litre blue (fibre) recycling bins

 

99 x 140 litre grey (container) recycling bins

1,838 x 240 litre grey (container) recycling bins

1,202 x 360 litre grey (container) recycling bins

 

153 x 140 litre burgundy (compostable waste) bins

4,950 x 240 litre burgundy (compostable waste) bins

 

2 x 940 litre Chamberlain black (non-recyclable/landfill) bins

18 x 1100 litre black (non-recyclable/landfill) bins

5 x 1280 litre black (non-recyclable/landfill) bins

 

12 x 1100 litre blue (fibre) recycling bins

23 x 1280 litre blue (fibre) recycling bins

 

6 x 1100 litre grey (container) recycling bins

14 x 1280 litre grey (container) recycling bins

 

 2. The Council spent £300,525 on the bins purchased in 1 above.

 

 3. The Council distributed the following bins to households (broken down
as per 1 above).

 

57 x 140 litre black (non-recyclable/landfill) bins

4,426 x 240 litre black (non-recyclable/landfill) bins

89 x 360 litre black (non-recyclable/landfill) bins

 

126 x 140 litre blue (fibre) recycling bins

2,935 x 240 litre blue (fibre) recycling bins

 

133 x 140 litre grey (container) recycling bins

2,057 x 240 litre grey (container) recycling bins

1,155 x 360 litre grey (container) recycling bins

 

230 x 140 litre burgundy (compostable waste) bins

6,180 x 240 litre burgundy (compostable waste) bins

 

2 x 940 litre Chamberlain black (non-recyclable/landfill) bins

18 x 1100 litre black (non-recyclable/landfill) bins

5 x 1280 litre black (non-recyclable/landfill) bins

 

12 x 1100 litre blue (fibre) recycling bins

23 x 1280 litre blue (fibre) recycling bins

 

6 x 1100 litre grey (container) recycling bins

14 x 1280 litre grey (container) recycling bins

 

Where the number of bins distributed exceeds the number bought, this is
down to the number previously held in stock.

 

 4. The Council charged householders £82,706 for the distributed bins.

 

 5. In relation to the provision of larger 360litre landfill bins please
see our response below:

a)     The Councils policy/rules on providing these is to provide larger
recycling bins free of charge and larger non-recyclable waste bins
provided where there are at least five people in the family and the
household can demonstrate that they make full use of all recycling bin
provision.

b)     The Council received 132 applications/requests for these larger
landfill bins with 72 approved.

 

Request for Review

 

The Council has a Review Panel to deal with complaints from people who are
not happy about the way that it has handled their request. Staff not
involved in the original decision will handle any review.

 

If you want to complain, you can ask the Review Panel to look at the way
that we have dealt with your request. It will consider whether we have
complied with the requirements of the legislation.  Please note that if
you wish to complain, you must do so by 15 August 2020.  You must explain
why you are not happy when requesting a review.

 

Please note that the Review Panel cannot consider any decisions taken by
the Council or actions of the Council or any of its employees or a service
provided by it that are not connected to the handling of your request for
information.
