Our response is as follows:

a) Could you please send me all correspondence, both internal and external, since 1 December 2016 containing the words "New Wine". [Following a request for clarification, this element of the request was limited to correspondence sent and received by Central Services]

Please find attached most of the non-exempt correspondence sent and received by Central Services that incorporates the search term “New Wine” (There will be a follow up email with the rest of the emails). Seven documents are exempt under sections 40(2) and 41 of the Freedom of Information Act 2000.

Exemptions under sections 40(2) and 41 of the Freedom of Information Act 2000 engaged.

Section 40(2) Exemption
The information that is exempt under section 40(2) of the Freedom of Information Act 2000 is personal information relating to third parties. The information redacted comprises the following:

• The list of Borough Deans as contained in the Multi-Faith Emergency Response Plan, which contains personal information and contact details for a wide range of faith leaders in the Borough.

The release of this information is exempt as release would constitute a breach of the Data Protection Principles, as the information was processed by the Council in confidence to facilitate emergency response in line with the Multi-Faith Emergency Response Plan, rather than for a publically available purpose.

• Five photographs of the Mayor of Royal Greenwich, Councillor Olu Babatola, and Pastor Michael Olawore distributing charity hampers to local residents.

The release of this information is exempt as release would constitute a breach of the Data Protection Principles, as the information would identify members of the public as being in receipt of charity hampers in a manner which may contravene their rights as Data Subjects.

Section 41 Exemption
The information that is exempt under section 41 of the Freedom of Information Act 2000 is information provided in confidence. The information redacted comprises the following:

• A document provided to the Council by Greenwich Food Bank

This information was provided to the Council in confidence by Greenwich Food Bank with the express condition that it not be made publically available, as publication of this information could have a significant negative effect on the operation of Greenwich Food Bank, as well as the ability of Greenwich Food Bank users to access the support that they require. Due to the nature of the document, releasing the title or a description of the document, which contains the term “new wine”, would compromise some of the information contained within it, breaching Greenwich Food Bank’s confidence and having a potentially adverse effect on the operation of Greenwich Food Bank.

b) Could you also tell me how much New Wine Church has spent in advertising on a) the General Gordon Square screen and b) Greenwich Time/Greenwich Info in the 2016/17 financial year.

The New Wine Church paid the following amounts for advertising on the General Gordon Square Big Screen for advertising within the 2016/17 financial year:

20th Feb 2016 -30th July 2016: £1897.56

31st July 2016 – 26th April 2017: £3761.42

The New Wine Church purchased one advert in Greenwich Time or Greenwich Info during this period. As only one advert was purchased, the total value of advertising in Greenwich Time or Greenwich Info is exempt under section 43 of the Freedom of Information Act 2000.

Exemption under section 43 of the Freedom of Information Act 2000 engaged.

This information that is exempt under section 43 of the Freedom of Information Act 2000 is commercially sensitive information. The information withheld comprises the following:

• The total price paid by New Wine Church for advertising in Greenwich Time or Greenwich Info

This information is exempt as only one advertisement was posted in Greenwich Time or Greenwich Info by New Wine Church during the time period requested, and therefore the figure provided would be the individual cost negotiated for this advert.

The arguments in favour of release are that of general openness and transparency, as well as that the advert appeared in Greenwich Time, which is no longer published. The argument against release is that the same team of officers and approach to advertising sales operates in respect of Greenwich Info. As such, the release of this information would compromise the ability of the advertising team to obtain the best price on advertising.

As the figure provided in respect of the General Gordon Square big screen does not include details of the scheduling of adverts, the number of slots and the duration of adverts purchased, this information is not exempt under section 43 of the Freedom of Information Act 2000.
