New schools

Department for Education did not have the information requested.

Can you tell me how I find out about all new build schools & colleges as well as refurbs, due to be tendered in next 4-5 years.

Dear Mr Aldwinckle, 

Thank you for your email of 31 January about building projects due for
tender. This has been forwarded to the capital team in the Education
Funding Agency (EFA) for reply. (The EFA is an executive agency of the
Department for Education (DfE)).

 

Please note that your enquiry has not been answered under the Freedom of
Information Act 2000 as it does not seek access to recorded information
held by the department.

 

The EFA centrally procures contracts for school buildings, refurbishment
and maintenance works; and grants money to responsible bodies (local
authorities and Academy Trusts).

 

It is EFA Capital policy to procure high value works circa £1m and above
via a framework (in line with wider Government Procurement guidelines),
usually our own but occasionally those run and managed by other public
bodies. Contracts procured through a framework are notified to the
Framework Contractors in line with the various Framework Management
Policies. You can find more details about the EFA [1]Contractors Framework
and [2]Regional Framework via these links.

 

Lower value works not procured through a framework are procured through
local competition. This can be either via a "selected tender route" or via
an open competition. All open competition opportunities are published via
the Government [3]Contracts Finder service.‎ Where time or the specialist
nature of the service mean that a selective tender route is the best
option, at least 3 qualified suppliers will be approached to ensure best
value is driven through competition. 

 

For high value procurements, where not procured through a framework, the
opportunity to tender will be published via the [4]Official Journal of the
European Journal (OJEU). Please check this link for the [5]current OJEU
thresholds.

 

Where the EFA grant money to responsible bodies to procure themselves they
are required to follow the guidelines in the [6]Academies Financial
Handbook and/or the Local Authority Procurement Policy as appropriate; and
assure they are following the principles of open and transparent public
sector procurement.
