Dear University of Glasgow,

I believe that the Director of Finance has decided to introduce a new Research System without any consultation with Academics and Administrators involved in Research projects.

1. What is the name of the new system?
2. Who has authorised the introduction of this system?
3. Who has assessed the suitability of this system? Please provide the full list of assessment criteria and how the new system met them.
4. What is the budget for this new system?
5. Considering the fact that the Director of Finance has never been able to produce the cost of implementing Agresso what procedures do you have in place to ensure that he will be able to account for the exact cost of the new system?
6. What benefits will the new system deliver? Please quantify the benefits and provide the date by which these benefits will materialise.
7. Please provide the implementation plan.

I am writing to request an internal review of University of Glasgow's handling of my FOI request 'New Research System'.

Your response did not answer the most important question that was asked, i.e. “Who has assessed the suitability of this system? Please provide the full list of assessment criteria and how the new system met them.”
Please send me a copy of your IT strategy and the relevant information describing how the new system addresses the assessment criteria identified in the original requirement document and the IT strategy.

Another master stroke from Robert (Tescoman) Fraser! Apparently, he has procured a new system on the basis of the supplier’s claim:
“Agresso, the supplier of the new system, has confirmed that all of these can be met by the new system.”
How naive can one be?
