National Highways Limited did not have the information requested.

A deed of Variation means Kier Highways charge by use a new schedule of rates to Third Parties.
The information I am after is the schedule.
Its start is 7th January 2019. Why this date? All information about the date being selected
What's the effect on Third-Party rates? What's the effect on your rates? Are you charged differently to Third parties? If so how so and why?

Who acted for Kier Highways about the deed, what lawyers? And if Shakespeare Martineau how's there no conflict with them being appointed to act for you now?

Highways England has appointed Shakespeare Martineau solicitors. The lawyers:
1. act for Kier,
2. hindered the Authority's 2017 enquiry of Kier
3. failed to comply with the Authority's instructions
4. may have been party to the amendment of the Kier contract by HE that permitted profiting from claims rather than have Kier comply with the 2014 contract.
Was the tender process was fair, impartial or should the lawyers have been excluded if only because they act for Kier?

Re '2' and '3' above, this information was supplied by the Authority's former head of claims (mid-2017 to 2018).

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'New Rates and Lawyers'.

Makes no sense there is no reason for the date being Jan 7th last year. someone must now, you or Kier so who has the reasons and why that day? I know you say its the date the changes take effect but why?

Are you charged using the national standards to and if not what are you charged using?

Why are they not used in Area 6 or 8?

How can you not know what lawyers were acting for Kier when they were negotiating with you?
