New Press and Media Manager

The request was successful.

Dear Parliamentary and Health Service Ombudsman,

Thank you for your information in your etter of July 25.

This is what you stated:

.I will first respond to your question as to whether it is ‘normal civil service procedure for an employee to “organise” complaints made against them’. As you may be aware, PHSO is not part of the civil service – it is independent of government and reports directly to Parliament

Does you new Press and Media manager ( job advertised July 2013) know that the PHSO is not the civil service yet?
Or has any of the terms and conditions?

http://www.ciprjobs.co.uk/job/361524/pre...

As it appears that the PHSO is offering the manager a civil service pension scheme.

Here's the relevant words from the job conditions....

Pension

The civil service pension scheme offers a career average earnings-related scheme or defined scheme. Further details are available on the civil service pensions website www.civilservice-pensions.gov.uk.

Could you tell me why the decision was taken not to advertise the job on the PHSO site?

Is it just the menial jobs that go on the site?

Or did the PHSO want to keep it secret?

Yours faithfully,

Jt Oakley

The PHSO only has 436 employees - and yet has a £47k media manager and two press officers.

....It must getting some bad press.

Interesting Stats Thank you.

Apparently they have 10 people beavering away in the Media Department. Under the new regime from August.

If only they could have 10 more investigators instead.

That might bump the 1.5percent of complaints investigated to..at least two percent.

Instead if dumping them with no real explanation.

You may be interested in seeing how the PHSO dealt with my case: https://www.whatdotheyknow.com/request/o...

The PHSO refused to investigate in August 2011.

In March 2012 South Yorkshire Police began an investigation that is still ongoing August 2013:

http://www.dailystar.co.uk/news/latest-n...

It is interesting that the PHSO should have cited one of the reasons for NOT investigating was because Sheffield Hospitals had already investigated my allegations of alterations to the Controlled Drug Book in 2010! [Yep they certainly did and they found there were NO alterations!].

Bit different to what Sheffield Hospitals were saying in April 2013 when they mentioned 'corrections' to the medical records!!!: http://www.thestar.co.uk/news/local/poli...

There is something seriously wrong with the Organisations that are supposed to Regulate the UK NHS.

That's outrageous.

How wrong they were....

Have they apologised to you?

People decry the press but frankly it's the only thing that stands between us and a completely self-serving NHS corrupt complaints system.

This role was advertised on 1 July 2013 both on the PHSO website and in PR Week. It was taken down from our website once the deadline had passed. We always explain in our information pack for candidates attached with the job advert that employees of PHSO are crown servants.

The Ombudsman is appointed by the Queen and is directly accountable to Parliament. She is independent of government and the NHS, and is solely responsible and accountable for the conduct and administration of all work carried out by the Office and for the decision made in each case. However, as an organisation made up of crown servants, PHSO is eligible to operate the Civil Service Pensions Scheme.

I hope that this information is helpful.

Yours sincerely

Thank you.

Then logically we should all be complaining to the Queen.

As Dame Julie Mellor doesn't get like to get involved with mere proles.

The Queen is probably more likely to reply to correspondence.

So we have it from the horse's mouth at last - the Ombudsman is completely independent with sole responsibility. That makes them accountable to no-one but themselves and I thought only God had that privilege.

.............

The 'she' in this paragraph refers to the Queen - and not the Ombudsman, as the Ombudsman is not necessarily female. And the Queen is the only 'she' in the paragraph, as the term Ombudsman is neutral.

So the PHSO's is telling us that Queen is personally responsible for all work carried out by the Ombudsman's office.

I think PHSO-the facts support group should definitely write to the Queen now the PHSO has spelt this out.

I agree a letter to HRH is next move! Thanks for pushing and well done on clarity!
