RESPONSE

 

It is difficult to give a definitive cost as it will be dependent upon the
extent of parking restrictions required, the type of restriction to be
implemented (different lining and signing requirements), the extent of
consultation undertaken and whether any revisions are required and the
level of objections that may be raised during the period of public
advertisement (all objections need to be reported to Planning Committee
for consideration and a final outcome). Previous similar schemes have cost
in the region of £3000 to £5000 dependant on the level of Officer time
required to progress the scheme through the legal process.

 

It is worth pointing out that the decision to progress with the
implementation of any parking restrictions is not solely based on cost. We
have a limited amount of officer time available and this needs to be
prioritised within the teams workload to ensure that we are meeting our
main priorities which are predominantly related to casualty reduction.
Whilst some of the initial consultation work could be undertaken by an
outside body, ESCC as the local Highway Authority are the only body able
to progress a Traffic Regulation Order which is required to give legal
effect to any restrictions.  

 

In areas not covered by Civil Parking Enforcement (CPE) the Police are the
only authority able to enforce traffic regulations. Sussex Police have
publicly stated that they do not see the enforcement of parking
restrictions as a priority and will therefore not undertake this type of
work within their normal day to day responsibilities. The Police and Crime
Commissioner supports this approach as there are only about 20 local
authorities within the whole of England who have not taken up CPE, this
includes Wealden and Rother and it is felt that it is unfair on the
residents of areas where CPE has been adopted to subsidise those areas
where it has not.

 

We are working with both Wealden and Rother District Councils to help them
understand the implications of introducing CPE, however the decision is
ultimately up to them to make.

Thank you for the prompt response.
I'm afraid that I am not a lot wiser with the response to Question 2 .
Sussex Police won't enforce.
Wealden won't adopt CPE.

Does that mean no one will enforce these new parking restrictions ?
