Please find the information below as requested under the Freedom of Information Act 2000.

1) Please outline in detail how the development will be funded, including demolition, archaeological investigations, design and build, landscaping and project management. Please state any costs estimated, amounts already paid or budgeted, funds ring-fenced, funds to be vired from other budgets, reserves to be called upon, gifts received or promised, grants or loans applied for, and other fund-raising to be undertaken.

To date the Council have incurred the following costs:

Planning application fees - £693.00
Architects fees - £2,000
Removal and Disposal of asbestos - £3,500

The Council will fund the development through existing reserves and will also consider additional finance through the Public Works Loans Board.

At the year ending 31 March 2019, the Council are holding £67,000 in earmarked reserves for the project.

There is also a budget in the current year of £12,000 to cover the costs of architects fees and preliminary works prior to tender and would also cover the budgeted cost of repayments of Capital and Interest payments if the Council chose to finance the development through the Public Works Loan Board.

We are unable to disclose costs estimated for works we have not yet procured for the project as this is commercially sensitive and exempt information under section 43(2) of the legislation.

2) Please outline the competitive tendering process which will be / has been undertaken to carry out all works including demolition, archaeology, design and build, landscaping and project management.

As the estimated value of the build and project management works exceeds £25,000, the Council shall comply with the requirements defined by the Public Contracts Regulations 2015 and the Public Contracts Directive 2014/24/EU

A Tender Pack is being produced and will be advertised in accordance with the regulations.

The tenders will be opened at the same time on the prescribed date by the Clerk in the presence of at least one member of the Council.

Procedures do not apply to contracts which relate to specialist services such as architects fees and preliminary works including archaeological survey and groundwork surveys.

The Council sought to obtain three quotes for the removal of asbestos from the building.

Other work to demolish the building is being undertaken by the Council workforce.
