New Group Reading Test Data Request for 2015-2017.

G E Paterson made this Freedom of Information request to North Lanarkshire Council Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was successful.

Dear North Lanarkshire Council,

In a previous FOI request I had asked for CEM and New Groug Reading Test Data, you kindly provided me with the CEM data but not the New Group Reading Test (NGRT) data.

Please can you confirm if you will be providing the NGRT data?

Yours faithfully,

G E Paterson

Dear Neil McKay,

Please could you confirm your statement that you don't 'hold data on the New Group Reading test'.

Contained in THE SCOTTISH ATTAINMENT CHALLENGE NorthLanCANcan Year 1 Progress Report is this statement:

New Group Reading Test
• The NGRT was administered to all P4 and P7 pupils in March 2016.

On 15-Aug-2017 and 16-Aug-2018 there were reports to the NLC Education Committee with the following statement:

Early analysis reveals that there has been a reduction in the poverty related
attainment gap in literacy within the 'Literacy Layer' schools as measured by
the New Group Reading Test.

From the statements above it would appear that the New Group Reading Test was conducted with pupils and the data was analysed and reported to the Education Committee.

Therefore could you clarify why the NGRT data is not available?

Yours sincerely,

G E Paterson

Dear North Lanarkshire Council,

Further to my previous message, I have found another reference to the New Group Reading Test data in a NLC document: Education Committee agenda for the 18-Sept-2018

If new for 2018/19 please provide information on the rationale for this new workstream, the proposed impact of this workstream in 2018/19 and how that will be measured.
The NGRT, CEM & TPJ data of P7 pupils from 2015/16 & 2016/17 showed that large numbers of pupils entering secondary were struggling readers.
The latest NGRT Data indicated that 21.6% of current S1 pupils (2017/18) had a reading age below 9 years 6 months. This amounted to over 800 NLC pupils being significantly below the reading age which would allow them to cope with the demands of the secondary curriculum

Please can you confirm where this New Group Reading Test data is held.

Yours faithfully,

G E Paterson

Dear Sir / Madam

I refer to your email of 12 December and can advise that the retention
period for this type of data is 5 years and is why the NGRT data is no
longer held.

I hope this further explanation is of assistance.

Kind Regards

Dear Neil McKay,

Thank you for your clarification. I am very grateful that you did not destroy the CEM data that you provided even though it was over 5 years old. However, I'm very concerned that NLC thinks it is acceptable to destroy pupil-generated data after 5 years when the pupils are still attending school and have a right to have a copy of their data.

Yours sincerely,

G E Paterson

Dear North Lanarkshire Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of North Lanarkshire Council's handling of my FOI request 'New Group Reading Test Data Request for 2015-2017.'.

I would like further clarification on the records retention policy within NLC, in particular for pupil data and evidence as to when and how the NGRT data was destroyed.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/n...

Yours faithfully,

G E Paterson
